RMKS/1.  This NAVADMIN announces the convening of the Spring Fiscal Year (FY) 
2024 Training and Administration of the Reserve (TAR) Officer Transfer and 
Redesignation Board 22 April 2024. 
Applications from qualified Active Component (AC) and Selected Reserve 
(SELRES) officers will be considered by this board.  In line with reference 
(a), this board will also accept applications from TAR officers requesting 
redesignation into another TAR officer community. 
 
2.  Applicants can find requirements and procedures via the MyNavy 
HR Portal at https://www.mynavyhr.navy.mil/Career-Management/Community-Management/Officer/Reserve-OCM/TAR/TAR-Redesignation/.  Completed 
applications with associated enclosures must be received no later than 2359 
Central Standard Time on 29 March 2024.  Letters to the board must be 
received no later than 2359 Central Standard Time on 11 April 2024. 
 
3.  Eligibility 
    a.  All applicants must meet eligibility requirements in line with 
references (a) and (b), in addition to the Spring FY24 TAR eligibility 
criteria document and the following: 
        (1) Projected Rotation Date (PRD).  Applicants should have a PRD no 
later than 31 October 2025.  Waiver requests must be endorsed by the 
applicant's Commanding Officer on the command endorsement. 
        (2) Minimum Service Requirement (MSR).  AC applicants should have 
completed their MSR prior to 31 October 2025.  Waiver requests 
(no additional documentation required by the applicant) will be considered on 
a case-by-case basis by the applicant's AC Officer Community Manager (OCM). 
        (3) Year Group.  All AC applicants are subject to AC OCM 
manning needs.  All applicants are subject to TAR OCM manning needs. 
No action is required by the applicants. 
        (4) Aviation Bonus (AvB).  Aviation officers with obligated service 
as a result of AvB are eligible to apply if the officer will be within 12 
months of completing AvB obligation or department head tour at the time the 
board convenes.  Redesignation immediately following a department head tour 
may result in cancellation of AvB, which will be adjudicated by Aviation 
Officer Assignments (PERS-43). 
        (5) Failure of Selection (FOS).  AC officers in a 2x FOS status for 
promotion to lieutenant commander are eligible to apply for TAR regardless of 
MSR and AvB contract term, a waiver request is not required.  SELRES officers 
seeking transfer/redesignation to an existing TAR community in a 3x FOS 
status in the following communities are considered on a case-by-case 
basis:  Information Professional (IP), Intelligence (Intel), Cryptologic 
Warfare (CW), Judge Advocate General's Corps (JAG), Public Affairs Officer 
(PAO), Chaplain Corps (CHC), Medical Corps (MC), Dental Corps (DC), Medical 
Service Corps (MSC), Nurse Corps (NC), Oceanography (Oceano), Supply Corps 
(SC), Unrestricted Line (URL), and Human Resources (HR). 
SELRES in those communities with four or more FOS are not eligible. SELRES 
officers in all other communities in a 2x FOS status are considered on a 
case-by-case basis.  SELRES officers in all other communities with three or 
more FOS are not eligible. 
    b.  All AC applications will be routed by the TAR OCM through the 
applicable AC OCM for community release prior to applications being sent to 
the board.  Applicants not released by the AC OCM will not be eligible for 
the board.  AC officers with a resignation submitted in the Navy Standard 
Integrated Personnel System and in routing at Navy Personnel Command or 
lieutenants in a 2x FOS status are eligible to apply and do not require AC 
OCM release. 
    c.  Limited Duty Officers who possess a 4-year baccalaureate degree are 
eligible to apply for the TAR program.  Chief Warrant Officers are not 
eligible to apply. 
 
4.  Officers applying for multiple aviation platforms will be selected based 
on qualifications and Navy mission requirements. 
 
5.  In addition to the TAR communities applied for, applicants may be 
considered for selection by the TAR community associated with the applicants 
current designator, if an equivalent TAR community exists (i.e. 1520 may be 
considered for 1527, even if the applicant does not list 1527). 
 
6.  This board will consider applications to transfer to the Permanent 
Professional Recruiter (PPR) Officer TAR community, with designator 
1287.  Additional information on the PPR designation can be found on the 
MyNavy HR website. 
 
7.  Officers applying to PPR note that promotions are limited to Lieutenant 
Commander.  As such, applicants should be able to complete 20 years of 
qualifying Active Duty service for retirement purposes within 24 years of 
commissioned service. 
 
8.  Officers will incur a 3-year TAR obligation, if selected.  All TAR 
obligations will begin on the date they redesignate as a TAR officer, unless 
otherwise stated in reference (c). 
 
9.  Upon approval of the board proceedings, the results of the board will be 
posted on the TAR redesignation board website.  Applicants can expect to see 
the results posted within 30 days of board adjournment.  Within two weeks of 
the board results being posted, selectees will receive an acceptance package 
and will have 10 days upon receipt to accept or decline TAR transfer or 
redesignation.

These programs aim to prepare personnel for senior positions in the IWC and the broader national security enterprise. 2. NIU is the Intelligence Community's sole, accredited, federal degree-granting institution. It is a unique and technologically advanced university that focuses on the profession of intelligence and is the only institution of higher education in the nation that allows its students to study and complete research in the Top Secret/Sensitive Compartmented Information (TS/SCI) arena. NIU is committed to offering and continuously maintaining an in-depth curriculum intended to enhance the desired analytical skills and competencies of intelligence analysis to include critical thinking, communications, engagement, and leadership. 3. Active-duty Sailors are eligible for the BSI, MSSI, and MSTI full-time programs. Selectees will be assigned as full-time students under permanent change of station orders to Bethesda, MD, with a July start. As full-time students, Sailors will be required to carry a full academic schedule year- round. Degree requirements must be completed in 12 months. 4. Active and reserve Sailors are eligible for the MSSI and MSTI part-time programs (there is currently no part-time BSI program). Selectees will attend either evening or weekend classes, either in person or via VTC (NIU does not offer asynchronous programs). Weekday part-time students will typically take two classes per quarter, with each class occurring one day per week for three hours over the ten-week quarter (i.e., ten 3-hour classes per class). Weekend part-time students will typically take two classes per quarter, with the classes occurring one weekend per month. Weekend part-time students also take part in an annual intensive 2-week summer program. Degree requirements are typically completed within 2-4 years. 5. Each degree program has specific eligibility requirements which can be found on the NIU website at https://ni-u.edu/admissions/. Competitive BSI applicants will have a cumulative GPA of 2.5 or higher on a 4.0 scale. Competitive MSSI/MSTI applicants will have a cumulative GPA of 3.0 or higher on a 4.0 scale. All applicants must hold or be eligible for a TS/SCI clearance. Orders to NIU will not be issued until the TS/SCI clearance is fully adjudicated. 6. Non-IWC enlisted personnel, who possess the requisite security clearance and meet NIU's eligibility requirements, may request an exception via their detailers and the NIU Navy Service Chair. NIU will not sponsor T5 personnel security investigations for enlisted personnel that do not have the required security clearance. 7. Potential full-time applicants must be active duty and shore tour eligible, in line with their community's Sea Shore Flow. They should begin their application process by contacting their command career counselors. If the NIU class start time requires the applicant to depart their current command early, they must request command concurrence before continuing the application process. Next, applicants must contact their detailers to discuss the implications for their current assignments and careers. Detailer release is required for this program. Failure to gain release may result in withdrawal of selection. Once the applicant has been released, the applicant will notify the NIU Navy Service Chair (see POC information below). The applicant will then submit their application via the instructions on the NIU website at https://ni-u.edu/admissions/. Finally, the NIU Navy Service Chair will submit a nomination memo to NIU Admissions on behalf of all full-time Navy applicants. 8. NIU's full-time academic year (AY) runs from July to June each year. Applicants should receive detailer release no later than the end of October of the year prior to the start of their desired AY. For example, applicants for AY25-26 must receive detailer release no later than October 31, 2024. Applicants are highly encouraged to begin the process early and not wait until the last moment. 9. Potential part-time applicants must be located within the National Capital Region (NCR) and/or assigned to a major intelligence center (e.g., ONI, Combat Support Agency, Combatant Command JIOC) with access to TS VTC facilities for the duration of their NIU education program. The applicant will then submit their application via the instructions on the NIU website at https://ni-u.edu/nominations/ nomination memo from the NIU Navy Service Chair is required. 10. Per OPNAVINST 3870.6A, full-time applicants for the MSSI or MSTI programs must obligate 60 months of service. Full-time applicants for the BSI program must obligate 54 months of service. Obligated service reflects the total time while in the education program and post-education. Part-time applicants do not incur a service obligation if the course work does not occur during working hours. 11. General information about NIU can be found at https://ni-u.edu/about- niu/. 12.
