RMKS/1. Consistent with the direction and authority contained in
references (a) through (d), this ALNAVRESFOR message provides
additional guidance for the submission and processing of High Year
Tenure (HYT) waiver requests for Selected Reserve (SELRES) Sailors
under the HYT Plus program.
2. Reference (a) announced the indefinite extension of the HYT Plus
Pilot, reference (b), with modifications.
3. Selected Reserve (SELRES, drill with pay)
a. Under HYT Plus, all HYT requests will be approved for all
SELRES paygrades and ratings except for Command Master Chiefs
(CMDCM) and Command Senior Chiefs (CMDCS). Effective
1 October 2024, CMDCM and CMDCS will be required to meet HYT
requirements in accordance with references (c) and (d).
Otherwise, all HYT requests for SELRES who drill with pay
will be liberally approved in two year increments, provided
the members remain in valid SELRES billets. Sailors may
continue to apply for further waivers, while HYT Plus
remains in effect.
b. SELRES Sailors desiring to participate in HYT Plus
will submit an HYT waiver request using a
NAVPERS 1306/7, Electronic Personnel Action Request:

c. All requests will be submitted to a Sailor's
Navy Reserve Activity (NRA) via their Unit Mobilization
Unit Identification Code (UMUIC) Commanding Officer,
where the member holds a current billet assignment.
The UMUIC CO will validate that the member is
satisfactorily participating and is recommended
for retention. If the UMUIC CO is unavailable,
the UMUIC Executive Officer or Command Senior
Enlisted Leader may endorse the request. The
NRA CO (or delegate) will validate and/or confirm
that the member is in good standing.
d. The NRA will submit the endorsed and signed
HYT waiver request to BUPERS-352 via My Navy Career,
askmncc.fct(at)navy.mil. This allows for a simple and
consistent tracking method. The NRA will update NSIPS
with approved HYT information.
4. Per reference (a), NRAs are required to submit a
detailed list of all updated HYT obligated service
and projected rotation dates to CNRFC N12 at
usn.norfolk.comnavresforcomva.mbx.cnrfc-enlistedassignments(at)us.navy.mil and BUPERS-352 at
BUPERS-352(at)navy.mil. This list should include
all HYT waivers issued under reference (b),
which began on 22 December 2022.

6. Per reference (c), SELRES Sailors will continue
to follow normal assignment policy. CNRFC N12 will
make any required PRD adjustments and adjudicate any
required assignment changes in conjunction with HYT
Waiver approvals under this program.
7. Per reference (d), Exceptions to Policy (ETP) for
Length of Service (LOS) waivers are still in effect
and will still be required to be routed to Commander,
Navy Reserve Forces (CNRF) for final adjudication
prior to HYT waiver approval. LOS ETP requests are
required for members who serve in the Voluntary
Training Unit (VTU) or USNR-S1 beyond 30 years LOS.
8. All other policies outlined in references (a)
and (b) not addressed in this announcement remain unchanged.
