SUBJ/FISCAL YEAR 2024 NAVY RESERVE REAR ADMIRAL LINE SELECTIONS// 
 
RMKS/1.  The President of the United States has approved the reports of the 
selection boards which recommend the following officers in the line on the 
reserve list for promotion to the permanent grade of Rear Admiral. 
 
2.  Frocking to Rear Admiral is not authorized except on an individual basis 
by the Secretary of Defense. 
 
Blackmon, Kenneth R. 
Lederer, Marc S. 
Nowakowski, Robert C. 
 
3.  These nominations will ensure the Navy is equipped with capable senior 
reserve leaders to support the Fleet for combat operations, and design, 
train, develop and lead Navy Reserve Forces, recognizing that the continued 
preeminence of U.S. naval power is inextricably linked to the ability to 
successfully change by advancing our culture.  These officers demonstrated an 
appropriate level of leadership, professional skills, integrity, management 
acumen, grounding in business practices, and resourcefulness in difficult and 
challenging assignments.  Their personal and professional attributes include 
adaptability, intelligent risk-taking, critical thinking, innovation, 
adherence to Navy and Department of Defense ethical standards, physical 
fitness, and loyalty to the Navy core values.  These officers have proven 
sustained superior performance in command leadership positions in difficult 
and challenging assignments. 
 
4.  The Board sought innovative and bold leaders who are ready to sustain the 
Get Real, Get Better (GRGB) movement by role-modeling GRGB leadership 
behaviors and problem solving.  These officers are their own toughest critic, 
think creatively, challenge assumptions, and take well-calculated risks to 
maximize effectiveness.  These officers have shown the ability to 
successfully lead and mentor a diverse workforce, while executing the Navy's 
strategic diversity initiatives and effectively retaining the right quality 
and quantity of performance-proven personnel.
