NARR/REF A IS OPNAVINST 1811.3A, VOLUNTARY RETIREMENT AND TRANSFER TO THE 
FLEET RESERVE OF MEMBERS OF THE NAVY SERVING ON ACTIVE DUTY.

REF C IS THE WILLIAM M. THORNBERRY NATIONAL DEFENSE AUTHORIZATION ACT FOR 
FISCAL YEAR 2021. 
REF D IS TITLE 10 U.S. CODE 1370, REGULAR COMMISSIONED OFFICERS. 
 
RMKS/1.  This NAVADMIN updates policy in references (a) and (b) 
concerning voluntary regular retirement eligibility of lieutenant 
commanders (O-4), including those on the Active-Duty list as well as 
those Navy Reserve O-4s on Active Duty in the training and 
administration of reserve (TAR) (formerly known as full-time 
support). 
 
2.  Reference (c) modified the service-in-grade (SIG) (also known as 
time-in-grade) requirements for O-4s.  Specifically, reference (c) 
modified reference (d) to require 3-years SIG for voluntary regular 
retirement eligibility. 
 
3.  This NAVADMIN will be incorporated into a revision of references 
(a) and (b).
