RMKS/1.  In light of the tragic events in Fort Story, VA, Pearl Harbor, HI, 
and Pensacola, FL, Acting SECNAV has directed execution of a fleet-wide 
security stand-down to ensure all Sailors, Marines, and civilian workforce 
across all installations and commands are best postured, trained, and 
informed to prevent these events in the future.

2.  Per reference a, all commands are directed to execute a security stand-
down.  Guided by references b and c, commands shall use the material provided 
in the links below, Navy eLearning tools, and locally developed training 
material.  At a minimum, the stand-down shall focus on the following:
    a.  Command review of current physical security and random antiterrorism 
measures posture.
    b.  Command-wide training on insider threat, including indicators, 
actions necessary to deter and mitigate potential insider threats, and 
associated reporting requirements.  Refer to reference c for insider threat 
program requirements.

    c.  Command-wide review of active shooter pre-planned responses (PPR).  
An active shooter drill or table top exercise of an active shooter event to 
validate PPRs should be strongly considered.  Additional resources for this

3.  Echelon 2 commands shall report completion of stand-down training by all 
installations and units under their command to OPNAV N314 POC by email, cc 
N462 and N2N6I, NLT 10 January 2020.
