RMKS/1.  This NAVADMIN announces the guidance for the administration of the 
January 2020 (cycle 246) E-7 Navy-wide advancement examination (NWAE) for 
Active-Duty and Full-Time Support (FTS) Sailors only.  Information pertaining 
to selection board criteria will be promulgated via a future NAVADMIN.  In 
line with Sailor 2025 transformation efforts to modernize personnel 
management and improve transparency, changes to cycle 246 include:
    a.  New requirement to compute reporting senior cumulative average 
performance mark average as outlined in reference (c) using E-6 evaluations 
with the ending date that falls within the time period of 1 January 2017 to 
31 December 2019.  Refer to reference (c) and paragraph 308 of reference (a) 
for additional guidance.
    b.  Mandatory usage of the Professional Military Knowledge Eligibility 
Exam (PMK-EE).
    c.  Mandatory usage of the enlisted advancement worksheet (EAW).
For guidance on establishing EAW user roles and completing worksheets, refer 
to reference (e).

2.  Timeline
    a.  16 January 2020:  Administration of exams.
    b.  31 January 2020:  Congressionally-designated combat zones and 
approved contingency operations areas (CDCZ/ACOA) evaluations used for time-
in-rate (TIR) waivers must have an ending period by this date.

3.  Eligibility Criteria
    a.  Candidates must meet the basic eligibility requirements outlined in 
chapter 2 of reference (a) and this message prior to 16 January 2020.  
Candidates who do not meet the eligibility requirements shall not be 
administered an advancement examination.
    b.  Terminal eligibility date for cycle 246 used to compute the TIR is 1 
January 2021.  The minimum TIR date must be on or before 1 January 2018.
    c.  TIR requirements for early promote Sailors can be waived for 1 year 
with commanding officer (CO) or officer in charge (OIC) approval in line with 
reference (a), paragraph 214.
    d.  High year tenure (HYT) date must be 1 September 2020 or later.  
Waivers must be approved prior to 16 January 2020.
    e.  Candidates in a rating requiring a security clearance must have a 
favorable investigation adjudication issued by the Department of Defense 
Central Adjudication Facility (DoDCAF) reflected properly in Joint Personnel 
Adjudication System (JPAS) prior to 16 January 2020.  If granted an interim 
clearance, JPAS must be updated prior to 16 January 2020.  Candidates must 
maintain security clearance eligibility throughout the advancement cycle to 
be eligible for advancement.  If, for any reason, a clearance is denied or 
revoked, an exam is not authorized until a new clearance is granted.  Rates 
requiring a security clearance are AC, AE, AG, AO, ATI, ATO, AWF, AWO, AWR, 
AWS, AWV, AZ, CTI, CTM, CTN, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, 
LN, MA, MC, MN, ND, OS, QM, SB, SO, STG and YN, as well as all nuclear and 
submarine ratings.  Refer to references
(a) and (b) for additional guidance.
    f.  Canvasser Recruiter (CANREC) personnel with a branch class of 32 and 
a special program indicator code of W (enlisted CANREC) are ineligible for 
advancement to E-7 and are only authorized to take the NWAE for limited duty 
officer (LDO) purposes.
    g.  Naval Special Warfare (NSW) personnel.  In line with reference (a), 
the NSW alternative final multiple score will be used to determine selection 
board eligibility for special warfare operator and special warfare boat 
operator ratings.

4.  Exam Ordering
    a.  Deploying commands and candidates departing to CDCZ/ACOA can order 
exams up to 6 months prior to the scheduled exam date.  Refer to chapter 4 
and paragraph 614 of reference (a) for additional guidance.
    b.  Regular Exams:
        (1) Sensitive Compartmented Information (SCI) Exams.
Cryptologic-Technician Interpretive (CTI), Cryptologic-Technician Network 
(CTN) and Cryptologic Technician-Collection (CTR) SCI exam ordering dates can 
be found on the Navy Enlisted Advancement System
(NEAS) website via MyNavy Portal (MNP) at 
https://www.mnp.navy.mil/group/navy-advancement-center/my-eso.
        (2) Non-SCI Exams.  Exam ordering for non-SCI exams is available now.  
Educational services officers (ESO) must verify TIR eligibility lists on the 
NEAS website during the following time
periods:
            (a) Initial TIR lists will be available through 3 November 2019
            (b) Supplemental TIR lists will be available from 4 November to 
1 December 2019
        (3) Exams ordered after the TIR lists have closed shall be ordered 
using preferred formatted e-mail or naval message following guidelines in 
line with chapter 4 of reference (a).  Ensure a point of contact is included 
in the submitted e-mail or message.  Orders submitted after supplemental TIR 
list closure will result in a substitute exam being sent.

    c.  Substitute Exams:
        (1) The deadline for ordering SCI substitute exams is 3 February 
2020.  The deadline for ordering non-SCI substitute exams is 31 January 2020.
        (2) Naval Education and Training Professional Development Center, 
Exam Ordering and Discrepancies Branch (NETPDC (N321)) is the approval 
authority for all substitute exams.
        (3) Substitute examinations may be administered with regular exam 
administration or in line with reference (a), paragraph 606.
    d.  ESOs must verify examination orders at the *View Previous Exam 
Orders* link via the NEAS website within 7-10 days of placing the order.  If 
exam order discrepancies are noted, contact NETPDC (N321) as listed in the 
NEAS website NETPDC (N321) point of contact table.
    e.  Exceptions to policy for exam orders will continue to be submitted in 
line with reference (a).

5.  General Examination Information
    a.  Examinations will be administered in line with chapter 6 of reference 
(a).  Do not administer cycle 246 examinations prior to 16 January 2020 
unless specifically authorized by Navy Personnel Command, Enlisted Career 
Administration.
    b.  Authorized materials during examination administration.
Only those materials specifically identified and listed in chapter 6 of 
reference (a), this NAVADMIN, and the general examination verbatim 
instructions are authorized for use during examination administration.
    c.  If an exam is administered in error, commands must request to 
invalidate in line with reference (a), paragraph 610.

6.  Competing Groups.  Active and FTS Sailors in the following ratings are 
separated into the following competing groups:
    a.  CTI:
        (1) GROUP 1 - Middle East/North Africa
        (2) GROUP 2 - East/Far East
        (3) GROUP 3 - Latin/South America
        (4) GROUP 4 - Eastern Europe
    b.  EMN, ETN and MMN:
        (1) GROUP 1 - Submarine
        (2) GROUP 2 - Surface
    c.  MU:
        (1) GROUP 1 - Premier Band
        (2) GROUP 2 - Fleet Band

7.  Exam Administration and Answer Sheet Return
    a.  For exam administration and answer sheet return instructions, refer 
to chapter 6 of reference (a).
    b.  ESOs must check the exam tote board on the NEAS website via MNP at 
https://www.mnp.navy.mil/group/navy-advancement-center/my-eso
often to ensure answer sheets have been received and processed.
Answer sheets that are in error will not be counted until they are processed 
successfully.
    c.  A detailed discrepancy list can be found at the NEAS website via MNP.  
For guidance on discrepancy correction requirements, refer to reference (a), 
chapters 3 and 7.
    d.  Commencing with cycle 246, post-exam administration discrepancy 
correction correspondence with NETPDC (N321) is to be submitted using the EAW 
post-exam administration comments function, refer to reference (e).  All 
corrections must have CO or OIC letter and supporting documentation included 
as attachments.

8.  Examination Results.  See chapter 7 of reference (a).

Note on Jan 2020 Cycle 246 E-7 Exam

First Class Petty Officers must have a minimum Time in Rate (TIR) date on or before 1 January 2018, unless the candidate has an Early Promote waiver. All candidates must verify their advancement data in the online Enlisted Advancement Worksheet (EAW). 

Your EAW can be accessed using your NSIPS self service account. A new E7 eligiblity requirement is that all candidates must have completed the E7 Professional Military Knowlege Eligibility Exam (PMK-EE) before taking the NWAE. E7 rating specific bibliographies are available on MyNavy Portal or Navy COOL.
