Enlisted Advancement Policy

Sailor 2025 initiatives and the Ratings Modernization efforts have resulted in recent enlisted advancement policy changes like the inclusion of Reporting Senior Cumulative Average (RSCA) in the E5 and E6 Performance Mark Average (PMA), establishment of the Professional Military Knowledge Eligibility Exam (PMK-EE), and the Enlisted Advancement Worksheet (EAW). These policy changes were announced in NAVADMINs. 

However, the core advancement policy document remains the Advancement Manual - BUPERSINST 1430.16G. Sailors eligible for advancement should be familiar with Chapters 2 and 3 of the Advancement Manual. It's important to remember that the Navy Advancement Center executes advancement policy, and we also advise the policy makers in Naval Personnel Command's Career Progression Branch (PERS-8) and the Chief of Naval Personnel's Enlisted Planners (OPNAV N132).
