Sailors competing for advancement can earn valuable Final Multiple Score (FMS) points by falling in the top 25% of two FMS elements - performance and rating knowledge. Any Sailor that does not advance due to quota limitations can earn 1.5 points if their Performance Mark Average was in the top 25%; and/or 1.5 points can be earned if an advancement candidate's standard score falls in the top 25%. No more than 15 points over five advancement cycles can be used as a Sailor's PNA factor for the FMS.
