READINESS) MEMO AUTHORIZING THE REDUCTION OF ACS REQUIRED FOR RETIREMENT TO 
EIGHT YEARS.//

RMKS/1.  This NAVADMIN announces an update to the officer retirement policy 
for officers with prior enlisted service.  Historically, officers have been 
required to complete 10 years active commissioned service (ACS) in order to 
retire as an officer from active-duty. This policy updates designators that 
are now allowed to request retirement at eight years ACS through 30 September 
2018 as permitted by references (a) through (c).

2.  This policy is applicable to all naval officers as identified in 
paragraph 3 who apply for retirement after completing more than 20 years of 
active service in accordance with reference (b).  Requests for retirement 
must be submitted no more than 18 months in advance.

3.  The following designators are eligible under this authority: 13xx, 15xx, 
165x, 651x, 680x, 681x, 682x, and 683x.  210x, 220x, 230x, and 290x will 
participate on a case-by-case basis subject to subspecialty manning, critical 
skill set and obligated service.  Eligible designators will be updated as 
required.

4.  Waiver from years of ACS will not be approved for officers in any 
category below:
    a.  With pending permanent change of station orders;
    b.  Identified to fill a global support assignment;
    c.  Under a bonus entitlement (or special pay);
    d.  Assigned to a Department of Defense(DoD) area and who have not met 
the DoD tour requirement (Joint/OSD duty);
    e.  Under a service obligation for an education program including 
graduate education, scholarship, fellowship, service college, tuition 
assistance, or graduate education voucher;
    f.  Under a training obligation.
