RMKS/1. This message announces Navy Reserve Policy regarding Health
Professions Officer (HPO) Board Certification Pay/Incentive Pay
(BCP/IP) eligibility for Selected Reserve (SELRES).
2. Eligibility: SELRES HPOs on Active Duty for Training (ADT) for 30
consecutive days or more are eligible for HPO BCP/IP if the below
criteria are met.
a. ADT orders 30 or more consecutive days.
b. Eligible HPO must have valid credentials through Navy
credentialing authority during time of ADT orders in the specialty
for which the special pay is paid.
c. Eligible HPO executed ADT orders practicing the specialty for
which the special pay is paid.
3. Application: If HPO meets eligibility requirements of paragraph
2, the HPO will follow BUMED N1R BCP/IP Standard Operating Procedure
(SOP) (reference (e)) found in "BUMED N1R Pillar Library" tab at:
[private.navyreserve.navy.mil/cnrfc/pillars/BUMED%20N1R].
4. Regardless of HPO's reserve billet assignment or location/duty
assignment of ADT orders, the requirements of this policy and
process described in reference (e) apply.
5. SELRES on Active Duty: SELRES HPOs on active duty
(Active Duty for Operational Support, mobilization, etc) should
follow BUMED guidance posted on
https://www.med.navy.mil/Special-Pays/ to determine eligibility and
apply for pay. Point of contact for BCP/IP while on active duty is
usn.ncr.bumedfchva.mbx.specialpays-bumed@health.mil.
6. This policy is effective 1 Oct 2024 and will remain in effect
until canceled or superseded.
7. Point of contact for BCP/IP while on, or upon completion of, ADT
orders is usn.ncr.bumedfchva.mbx.specialpays-bumed-ADT@health.mil.
