1. Purpose.
 a. MOBEX 25-1. Per references (a) and (b), this EXORD directs
Commander, Navy Reserve Force (CNRF) N36 to plan, coordinate and
execute MOBEX 25-1. Supporting commanders include Office of the
Chief of Naval Operations (OPNAV) N13R, OPNAV N0955, U.S. Fleet
Forces Command (USFF) N1, CNRF N1, CNRF N3, CNRF N7, Delegated Local
Area Coordinator for Mobilizations (DLACMOBs), Navy Reserve Region
Readiness and Mobilization Command (REDCOM) Norfolk, Mobilization
and Deployment Support Command (MDSC), and Navy Reserve Center (NRC)
Norfolk. MOBEX 25-1 commences 30 January 2025 and ends 31 January
2025. Aforementioned commands are specifically directed to:
 (1) Participate in MOBEX 25-1 tabletop (TTX) discussions that
will be held in-person at Commander, Navy Reserve Forces Command
(CNRFC) in Norfolk, VA from 30-31 January 2025.
 (2) Participants shall invite applicable subject matter
experts (SMEs) from their respective commands to participate in the
MOBEX 25-1 TTX.
 (3) To evaluate workflow, process owner performance, and
measure timeline to identify areas for process improvement,
participants shall:
 (a) Read the following instructions prior to the TTX. All
read-ahead material will be located via the following link

 (b) Review current and draft NAVPERS 1300/22s (new tiered
checklist).
 (c) Review draft MILPERSMAN 3060-070 Ready Reserve
Activation Screening Criteria and draft MILPERSMAN 3060-080
Readiness, Deployment and Post-Deployment Screening Requirements for
Active Component (AC) and Reserve Component Sailors (RC) on
Augmentation Orders.
 (d) Evaluate their command's role in the execution of the
administrative screening process.
 (e) Evaluate their process duration or timeline for completing
the required actions in the administrative screening process.
 (f) Participants are encouraged to arrive equipped with
questions, concerns and recommendations for improving the
administrative screening process during the execution of MOBEX 25-1
TTX.
b. MOBEX 25-2. Per references (a) and (b), this EXORD directs
Commander, Navy Reserve Force (CNRF) N12, United States Fleet Forces
N1 Global Force Management (USFF N1 GFM), Navy Personnel Command
PERS-46 and Navy Personnel Command PERS-4553 to plan, execute, and
assess MOBEX 25-2. MOBEX 25-2 commences 03 February 2025 and ends
05 February 2025. MOBEX 25-2 will be held virtually via Microsoft
Teams. Aforementioned commands are specifically directed to:
 (1) Participate in MOBEX 25-2 tabletop (TTX) discussions that
will be held virtually from 03-05 February 2025.
 (2) Participants shall invite applicable subject matter experts
(SMEs) from their respective commands to participate in the MOBEX
25-2 TTX.
 (3) To evaluate workflow, process owner performance, and
measure timeline to identify areas for process improvement, the
following participants shall:
 (a) CNRF N1, consolidate mobilization sourcing data to
include applicable information on SELRES personnel and their
assigned billets in a format determined by PERS-46.
 (b) PERS-46, oversee the orders writing process and direct
creation and distribution of additional requirements needed to draft
executable orders in a mass mobilization scenario.
 (c) PERS-46, document and report on all mass mobilization
order writing processes and procedures.
 (d) PERS-4553, provide order writing support by use of the
NMCMPS system in a mass mobilization scenario.
 (e) PERS-4553, document and report on all mass mobilization
order writing systems related processes and procedures for
consideration in future NMCMPS software change requests.
 (f) USFF N1 GFM, provide claimant request identification
(CRI) numbers for the order writing process.
2. Background.
 a. In September 2021, a new construct for mobilization named
Adaptive Mobilization (AM) was conceptually approved by the Chief of
Naval Personnel (CNP) and the Chief of Navy Reserve (CNR). AM was
designed to satisfy both steady-state and mass activation
requirements and encompasses all processes of distributed activation
(DA), distributed mobilization (DM), distributed de-mobilization
(DDM), and distributed de-activation (DDA). The AM construct was
codified via reference (a).
 b. In FY-25, CNRF directed the planning and execution of five
MOBEXs to develop, test, and evaluate AM processes per references
(a) and (b). The force must continue to execute and leverage
readiness improvement initiatives incorporated in references (c),
(d), and (e).
 c. FY-25 MOBEXs are designed to evaluate the progress of
readiness improvement across the force as well as develop and
improve AM processes. MOBEX 25-1 and MOBEX 25-2 are the first
tranche of exercises in the series for FY-25.
3. Commander's Intent.
 a. CNRF executes AM to mobilize designated personnel for both
(1) mass activation in support of strategic competition as well
as (2) steady-state and emergent ad hoc augmentation.
 b. Exercises evaluate and improve mobilization (MOB) processes
and readiness for strategic competition. MOBEX 25-1 will utilize
processes of references (f) and (g) to test the draft tiered
administrative checklist and to update the execution timeline for
mass MOB. Additionally, the objective of MOBEX 25-1 TTX is to
provide risk informed assessment and recommendations to the Navy
Mobilization Working Group (NMWG)to improve this portion of the
adaptive mobilization process. MOBEX 25-2 will utilize processes of
references (f) and (g) to explore the feasibility of creating a unit
of action capability in Navy-Marine Corps Mobilization Processing
System (NMCMPS) to draft mass MOB orders.
 c. Participation is directed by CNRF and mandatory for all
commands listed in para 1.a of this EXORD.
4. Execute.

 b. ECH I: OPNAV N13R/OPNAV 0955.
 (1) OPNAV N13R and OCNR participate in MOBEX 25-1 TTX as
recommended in para 1.a. and contribute their findings to the
overall group discussion to evaluate the administrative screening
process and development for recommendations and lessons learned
for the NMWG.
c. ECH II/III: USFF N1/CNRF N1/CNRF N3/CNRF N7/PERS-46/PERS-4553/
USFF N1 GFM.
 (1) USFF N1, CNRF N1, CNRF N3 and CNRF N7 participate in MOBEX
25-1 TTX as recommended in para 1.a. and contribute their findings
to the overall group discussion to evaluate the administrative
screening process and development of recommendations and lessons
learned for the NMWG.
 (2) PERS-46, PERS-4553 and USFF N1 GFM participate in MOBEX
25-2 TTX as directed in para 1.b.
 d. ECH IV/V: MDSC/DLACMOBs/REDCOM Norfolk AMRT/NRC Norfolk
Mobilization Officer.
 (1) All Echelon IV/V Commands shall read this EXORD in its
entirety.
 (2) Participate in MOBEX 25-1 TTX as directed in para 1.a.
 (3) Participate in MOBEX 25-1 TTX as directed in para 1.a and
contribute their findings to the overall group discussion to
evaluate the administrative screening process and development of
recommendations and lessons learned for the NMWG.
5. Administration and Logistics. This EXORD does not appropriate
funds. Conduct events on a not-to-interfere basis with real-world
operations and mobilizations.
6. All questions and issue reporting regarding AM, MOBEX 25-1 or
MOBEX 25-2 will be addressed through the points of contact listed in
para 7.
