RMKS/1.  The President of the United States has approved the reports of the 
selection boards which recommend the following officers in the line and staff 
corps on the active-duty list for promotion to the permanent grade of Rear 
Admiral. 
 
2.  Frocking to Rear Admiral is not authorized except on an individual basis 
by the Secretary of Defense.

3.  These nominations will ensure the Navy is equipped with capable senior 
leaders to employ, generate, and design the Fleet for combat operations, 
recognizing that the continued preeminence of U.S. naval power is 
inextricably linked to the ability to successfully change by advancing our 
culture.  To do so, officers with proven sustained superior performance in 
command leadership positions in difficult and challenging assignments, 
including those in the diplomatic/foreign service arena were chosen. 
 
4.  The Board sought innovative and bold leaders who are ready to sustain the 
Get Real, Get Better movement by role-modeling GRGB leadership behaviors and 
problem solving.  These officers are their own toughest critic, think 
creatively, challenge assumptions, and take well-calculated risks to maximize 
effectiveness. The Board selected those officers with superior leadership 
skills that may be further developed in a variety of assignments across the 
Navy without regard to community, platform, or career paths to serve as the 
future leaders of the Navy.

      The US Navy is leaving the volatile Middle East without an aircraft carrier again, even as fighting continues

      The US Navy is again without an aircraft carrier in the Middle East; it's the second time in the past year that it has lacked this capability despite the fighting still going on in the region. A US official confirmed to Business Insider on Tuesday that the Navy's sole carrier in the Middle East, USS Abraham Lincoln, left the region over the weekend after several months of operations there.

      Navy Shutters Premier East Coast Substance Abuse Program Amid Staffing Shortages

      The Navy has suspended operation of its residential substance abuse treatment program at Naval Medical Center Portsmouth, Virginia, as a result of staffing shortages that affected the quality of care. The service closed the program, considered the Navy's top rehab center on the East Coast, in September, officials confirmed this month. All patients were sent to or are being referred to other Defense Department residential programs or the Tricare network, NMCP Public Affairs Officer Christina Johnson said.
