NUMAZU, Japan — A U.S. naval officer charged in a car crash that killed two pedestrians broke down in tears as a Japanese judge found him guilty of negligent driving on Monday.

Lt. Ridge Hanneman Alkonis, 33, was sentenced to three years in Japanese prison during a hearing at Shizuoka District Court in Numazu, a punishment just short of the 4½-year-sentence requested by prosecutors. Alkonis’ defense attorneys, on the other hand, had asked for a suspended sentence, effectively a term of probation.

This NAVADMIN establishes the Chief of Chaplains as program sponsor for the professional development of Chaplain Corps (CHC) officers and Religious Program Specialists (RP) in line with reference (a). The Chief of Chaplains conducts annual short-course training for CHC officers and RPs to sharpen the unique capabilities and competencies chaplains and RPs bring to the institution and to inspire excellence in delivering religious ministry. The FY-25 Professional Development Training will consist of a total of four days and is required for all chaplains and RPs barring operational commitments. This training also provides continuing education units, which may be required to maintain religious organization credentials. 2. The Professional Development Training Workshop (PDTW), conducted on the first day, will be divided into morning and afternoon topics. The morning will focus on building a culture of connection and mentoring around shared standards. The afternoon will focus on how to review both Chaplain and RP records. Participants will build self-confidence and confidence in one another by learning to identify the shared expectations of all Religious Ministry Teams (RMTs). 3. The Professional Development Training Course (PDTC), conducted the following three days, will focus on building Spiritual Readiness through Competency. Participants will develop the skills necessary to intentionally, systematically, and helpfully increase the competency of our RMTs. Participants will also build sustainable connections with one another in support of our mission to increase the Spiritual Readiness of our warfighters and their families. This training is organized around the necessity of character, competence, and connection for the delivery of Religious Ministry in the sea services. 4. The FY25 PDTC objectives are to train chaplains and RPs to be able to: a.Comprehend the requirement to develop competent Religious Ministry Teams who inspire spiritual readiness. b.Identify the PNC standards that develop competent RMTs. c.Apply systematic practices to engage RMTs and those we serve with PNC standards that develop competent RMTs. d.Apply systematic practices to engage RMTs and those we serve with PNC behaviors that develop competent RMTs. e.Apply PNC standards to plan for supervision. f.Apply PNC leadership best practices to build connections within RMTs and with others. g.Utilize the PNC Competency Manual throughout the PDTC to create a comprehensive leadership development plan for RMTs. h.Utilize lessons learned throughout the PDTC to create a comprehensive leadership development plan for RMTs. 5. Dates and Locations. Travel. Commands are authorized to provide funding in support of religious ministries within the command to include funding chaplains and RPs to attend annual PDTW/PDTC according to references (e) through (g). Participants are encouraged to attend the training being held in their local areas where possible. 7. Registration. Chaplains and RPs are required to attend all four days of training and must register for both the PDTW (CIN: A-5G-0005) (CDP: 19MG) and the PDTC (CIN: P-5G-1303) (CDP: 19MF) through the enterprise Naval Training Reservation System (eNTRS) via self-registration or the Service member's command training officer. Training dates and locations are accessible via the Catalogue of Navy Training Courses (CANTRAC). Prospective students must submit a current email address during registration or the request will be returned.       Navy sailor arrested, charged with hitting trooper and fleeing scene in Virginia Beach

      VIRGINIA BEACH, Va. — A man has been arrested on a charge of striking a state trooper and fleeing the scene on Wednesday. Jayden Markel Wallace, 23, of Virginia Beach, was taken into custody after an investigation that involved information from the public, as well as Virginia Beach Police Department and Naval Criminal Investigative Service, according to a Virginia State Police spokeswoman.
