RMKS/1.  Reference (a) is a call for every Sailor, active and reserve, 
uniformed and civilian, to place a positive focus on demonstrating Signature 
Behaviors to drive a Culture of Excellence (COE), where Sailors are included, 
respected and empowered. Reference (b) directed the implementation of The 
Cultural Champion Network (CCN), a driver in achieving an enduring 
COE.  Reference (c) delineates the mandatory members of the Command 
Resilience Team (CRT) and Command Resilience Team Human Factors Council 
(CRTHFC) and is available via MyNavy HR website via MyNavy Portal at 
https://www.mnp.navy.mil/group/sailor-and-family-support under the 
21st Century Sailor menu, Culture of Excellence tab. 
 
2.  In support of the CCN, reference (b) directed the command triad, to 
ensure the completion of Basic and Intermediate Primary Prevention and Human 
Factors Process training. 
    a.  Per reference (b), every member of the CRT was to complete the Basic 
Primary Prevention and Human Factors Process online training no later than 1 
March 2021.  Mandatory CRT members are listed in reference (c).  New members 
assigned to the CRT must complete the training within 30 days of their 
appointment.  This training is available at https://erau.edu/navy-crt-
training. 
    b.  Every CRT member assigned to CRTHFCs must complete Intermediate 
Primary Prevention and Human Factors Process online training available 
at https://erau.edu/navy-crt-training.  The training is now live and must be 
completed within 90 days.  Basic Primary Prevention and Human Factors Process 
online training, discussed in paragraph 2(a), is a prerequisite for the 
intermediate training. CRTHFC mandatory members are identified in reference 
(c). 
    c.  Units with connectivity issues due to deployment or isolated duty 
stations should contact their Type Commander Command Climate Specialist to 
obtain an offline versions of the Basic and Intermediate trainings. 
    d.  Completion of the Basic and Intermediate Trainings must be recorded 
in Fleet Training Management And Planning System at the command level using 
the following Course Identification Number: 
PPHFP-B001 Primary Prevention and Human Factors Process Basic 
PPHFP-I002 Primary Prevention and Human Factors Process Intermediate
