MILLINGTON, Tennessee (NNS) -- Sailors moving overseas are now eligible to use their Government Travel Credit Card (GTCC) as part of a pilot program launched this summer initially only for permanent change of station (PCS) moves in the U.S.

The expansion of the pilot, announced in NAVADMIN 297/19, is part of the Navy’s ongoing transformation efforts for a modernized pay and personnel system under Sailor 2025; the program is designed to reduce out-of-pocket expenses for Sailors and families while executing PCS travel.

The pilot program allows the Sailor to use their GTCC as an option to pay for a range of PCS related expenses. These expenses include temporary lodging, fuel for personal vehicles and meals en route to the new duty station as well as Dislocation Allowance (DLA)-related expenses necessary to establish a household. All commercial airfare for PCS travel will continue to be booked through the Navy Passenger Transportation Office (NAVPTO).

Eligibility now includes Continental U.S. (CONUS) and Outside Continental U.S. (OCONUS) active duty Sailors conducting PCS moves with 45 days or less Temporary Duty Under Instruction (TEMDUINS) en route to their permanent duty station.

The initial pilot program was launched Aug. 6, 2019, for active-duty existing GTCC cardholders who were conducting PCS between two U.S. based duty stations with fewer than 30 days travel. Since the program launched, several keys to success were identified during the first phase. 

These include: ensuring the Sailor verifies the status of the GTCC and the card’s assigned pin prior to use, working with the Command Pay and Personnel Administrator (CPPA) to understand entitlements, and verifying with the Agency Program Coordinator (APC) that the GTCC has been placed in a mission critical status. Additionally, if any issues with the card occur during the PCS, the card holder can contact their former APC, call MyNavy Career Center at 833-330-MNCC (6622), email MNCC at askmncc@navy.mil, or call Citibank on the emergency numbers listed on the back of the card.
