REFORMS.
RMKS/1. This NAVADMIN eliminates the requirement for Domestic Violence
Incidents-Count and Consequent Command Actions (DVIC-CCA) reporting process
as directed by reference (a) to align with reference (b), eliminating the
Family Advocacy Program (FAP) DVIC- CCA reporting process.
2. Commanders are no longer required to report command actions of covered
offenses of domestic violence to the Navy Culture and Force Resilience Office
(OPNAV N17). Commander, Naval Installations Command FAP will discontinue
reporting severity levels of met criteria incidents via the Clinical Case
Staffing Meeting Notification Letter. FAP clinical providers and Commanders
will continue to collaborate to ensure ongoing monitoring of risk assessment
outcomes and treatment progress of Service Members, as mandated, to reduce
the risks of abuse.
3. Commanders must report all covered offenses promptly to the Office of
Special Trial Counsel (OSTC) as directed by reference (b).
OSTC has exclusive authority to review investigations of covered offenses and
make decisions regarding case disposition.
4. This policy change will be included in the next update to OPNAVINST
1752.2D
