Personnel leadership saw the contract as one of the pivotal efforts to modernize Navy HR systems. But Department of the Navy Chief Information Officer Jane Rathbun, along with the Department of Government Efficiency, killed it — ignoring warnings that the move would stall progress, cripple promotion boards and hurt the Navy’s ability to recruit and retain talent, according to a document submitted to the House Appropriations Defense Subcommittee by Navy personnel officials, obtained by Federal News Network and verified by the subcommittee.
