    The sad thing is I think it depends who is reviewing your package.  I have been told getting certs in an area you don't actively work or never actually worked is not rate mastery as you have knowledge you are not using.  I have also heard the opposite saying it shows initiative and dedication to you career field.

    How have you shown rate mastery and technical knowledge in the jobs you hold?  Do your subordinates have cert and hold jobs that you are not qualified in?

    Could not agree more!!! While collaterals are important we should never get our selves in to a spot where they consume us.  We as First Class's are suppose to be SME's in our rates, and should be able to maintain our technical knowledge throughout our Navy career.

The most recent being a 1 of 1 (7) months under RSCA and a 13 month under RSCA. Not a big deal since the  subsequent evals are EP and over RSCA; however, I have seen some PSRs where the member has never been under RSCA even for very short reporting periods.

    I haven't payed close attention to it, but I think for the most part they fill all available quotas.  I think it's honestly hard to pick which rate didn't fill all quotas.  For instance the AME rate is making 12 Chiefs out of I think I saw 86 board eligible firsts.  Other rates have hundreds of candidates to choose from.  It also depends on the board, and if they feel they do or don't have enough qualified candidates to fill the quotas.  To many variables to consider, but that's just my opinion on that topic.  Good question though, and might spark some good conversation.

    Just trying to entice all these ' lurkers to join in the convo.

    It absolutely is looked at positively. I personally picked up Senior with 3x evals that were chalked full of Joint leadership. I would even say if you get lucky enough to have someone on your board that has worked in the Joint environment, they will be able to explain to the rest of the board that often times leadership in the Joint world is more difficult than simply leading Sailors. Leadership is leadership. Even in volunteer activities, if you run/lead volunteer activities vice just participate, that carries weight. Highlighting leading peers is always a big one as well. Doesn't matter if they are Navy or not.

    Yes I have heard of this 'scoring sheet' but from the several board members I have had the pleasure of speaking of the only consistent answer I get is there is no consistency. you could have the 10 different graders grade the same package and get 10 different answers.

    From my understanding they go off of you LADR, Precepts, and Convening order.  2-3 graders will go over your record and give it a raw score.  You will then be briefed to a panel of voters who will vote based off of a confidence factor.  Say 20 get briefed at a time they will pick a cut off for those tentively selected, and those they are dropping from consideration.  The ones in the middle get crunched and are voted for again until quotas are filled.
