The sad thing is I think it depends who is reviewing your package. I have been told getting certs in an area you don't actively work or never actually worked is not rate mastery as you have knowledge you are not using. I have also heard the opposite saying it shows initiative and dedication to you career field. How have you shown rate mastery and technical knowledge in the jobs you hold? Do your subordinates have cert and hold jobs that you are not qualified in?

Could not agree more!!! While collaterals are important we should never get our selves in to a spot where they consume us. We as First Class's are suppose to be SME's in our rates, and should be able to maintain our technical knowledge throughout our Navy career.

Im going to share my ESR and PSR with you all because I would like some feed back. I already shared my last write up a few pages back. This is my first time up and would like some thoughts and or to know if anything stands out good or bad.

If I had to rate my self it would be to hard. I was on a ship for my first 5.1 years then recruiting and now I'm at a joint command. I am following my ladr and career path however, I have not had the ability to get a few of the Quals expected based off my command history. but I do get all Quals available to me.

So when I check the 'advancement selection board' it just shows the N I got from my LDO application. is that normal? or should it be a chief board and the selection status blank.?

I am ranked against other PO1's however, The people that work for me are GS and other branches. Will that be looked at just as positive as leading sailors? here is my write up this last time around.

It would be nice to know what the standard across the board is but I don't think we will ever know even if we all make chief lol.

Yes I have heard of this 'scoring sheet' but from the several board members I have had the pleasure of speaking of the only consistent answer I get is there is no consistency. you could have the 10 different graders grade the same package and get 10 different answers.

From my understanding they go off of you LADR, Precepts, and Convening order. 2-3 graders will go over your record and give it a raw score. You will then be briefed to a panel of voters who will vote based off of a confidence factor. Say 20 get briefed at a time they will pick a cut off for those tentively selected, and those they are dropping from consideration. The ones in the middle get crunched and are voted for again until quotas are filled.

I wouldn't worry to much about it. Everybody I know that's board eligible seems to have it. Doubt it means anything one way or the other.
