SAN DIEGO (Tribune News Service) — For the past several years, Leonard Glenn Francis — the figure at the center of the Navy’s worst corruption scandal in modern history — has been under house arrest in San Diego, eschewing interview requests and biding his time until his role as government cooperator is over.

Now, for reasons that aren’t entirely clear, Francis has opened the floodgates.
