RMKS/1.  Reference (a) is a complete revision of the Sailor of the Year (SOY)
Program.  Significant updates include:

     a.  Number of SOYs advanced to Chief Petty Officer (CPO) increases from 
4 to 18.

     b.  Requirement for all candidates to meet all of the prerequisites for
advancement to CPO, including being CPO selection board eligible, prior to 
selection as final SOY.

     c.  Updated nomination package and grading sheet that aligns with the 
CPO selection board precept and convening order.
