RMKS/1.  This is a joint OPNAV N2N6, Fleet Cyber Command, and U.S. TENTH 
Fleet message. 
2.  To mitigate the spread of Coronavirus Disease 2019 (COVID-19), reference 
(a)directed implementation of maximum telework flexibilities for shore 
commands, consistent with command operational needs as determined by their 
heads.  Reference (b) provided general guidance for remote work using 
Department of the Navy (DON) Information Technology. 
3.  Over the past couple of weeks we have significantly increased our remote 
work capabilities using Virtual Private Networks (VPNs) and Outlook Web 
Access (OWA).  To further increase collaboration capabilities for the 
workforce during mass telework operations, Department of Defense (DoD) has 
established the Commercial Virtual Remote (CVR) environment.  CVR is a 
limited, DoD-only, instance of Microsoft Teams and OneDrive for Business 
(ODfB), a communication and collaboration, cloud-based platform integrated 
with Microsoft Office 365.  This is a temporary solution and all stored data 
will be destroyed at the conclusion of the COVID-19 emergency.  All users 
will be required to migrate critical working documents and official records 
to approved storage platform.  This NAVADMIN provides policy and guidance for 
the use of CVR for official business.  The full CVR rollout plan will be 
promulgated SEPCOR. 
4.  Capabilities. 
    a.  Teams enables users to create shared workspaces for audio, video, and 
chat.  ODfB enables limited file sharing and storage, integrated with 
Teams.  Email is not included. 
    b.  While connecting from government spaces using NMCI or ONENet/BLII, 
video capabilities will not be available.  Audio capabilities must be used in 
compliance with physical security regulations.  Specifically, audio shall not 
be used in classified spaces, unless authorized by the cognizant Security 
Manager/Special Security Officer. 
    c.  CVR includes Microsoft Online (Word, PowerPoint, and Excel) for 
online file creation and editing, eliminating the need for users to create 
and/or edit files on non-government computers. 
    d.  CVR will be available from both Navy and commercial networks.  Both 
government and personal devices may be used, including desktop and laptop 
computers, tablets, and mobile phones.  Video and audio restrictions from 
government spaces apply, as explained in paragraph 4.b. 
    e.  Per existing user agreements, data created, used, and shared within 
CVR are subject to monitoring and applicable policy and guidelines. 
5.  Onboarding. 
    a.  As part of a gradual CVR rollout over the next several weeks, by 
Command, Navy users will receive an automated email message inviting CVR 
account registration.  This message will contain a username and temporary 
password.  The full CVR Rollout Plan is still being developed and will be 
promulgated SEPCOR. 
    b.  The email address used to reach each Navy member will be the one 
listed in their Defense Manpower Data Center (DMDC) milConnect military, 
civilian, or contractor profile.  Users should verify their e-mail address 
and Duty Organization/Sub-Organization on milConnect 
(https://www.dmdc.osd.mil/milconnect), under Update and View My Profile, 
select the MIL, CIV, or CTR tab as appropriate.  Under that tab, the email to 
be used for this purpose can be found under the main heading Personnel Email 
Addresses, and the sub-heading Primary Personnel Email.  This is usually the 
members navy.mil address, and is the email address registered on the users 
CAC.  Users are encouraged to check this, since the address may be from a 
previous duty station and require updating.  To update this email address, 
users should visit RAPIDS Self-Service 
(https://www.dmdc.osd.mil/self_service), click Sign In, and click Change CAC 
Email. 
    c.  Users should set up both their work and personal phones for CVR 
authentication to ensure access from wherever they log in.  On initial setup, 
select a phone the user has access to.  Once initial setup is complete, users 
should add the other number as their Alternate Authentication Phone on the 
additional security verification page 
(https://account.activedirectory.windowsazure.com/Proofup.aspx). 
    d.  Users may download the Teams application to their personal devices or 
use the Teams web client with browser Microsoft Edge.  Users on government 
computers should use the Teams web client with browser Microsoft Edge. 
6.  Restrictions. 
    a.  CVR is authorized For Official Use Only (FOUO) information up to 
Controlled Unclassified Information (CUI), except: 
        (1) CUI under the control and direction of the DoD (Controlled 
Technical Information, Critical Infrastructure Security Information, Naval 
Nuclear Propulsion Information, and Unclassified Controlled Nuclear 
Information  Defense); 
        (2) All data types under the Law Enforcement CUI grouping; 
        (3) All data types under Privacy data, except low confidentiality 
impact Personally Identifiable Information (as defined in reference (c)). 
    b.  CVR is established only for the duration of the COVID-19 
emergency.  Upon return to normal operations, the environment will be 
shutdown and all data contained therein will be permanently deleted. 
    c.  In the event unauthorized information is introduced to a personally 
owned device, the device may be subject to inspection and sanitization by 
appropriately authorized Navy personnel. 
    d.  No other Microsoft Office 365 capabilities (such as Exchange Online, 
SharePoint Online, Yammer, etc.) will be offered in this temporary 
environment.  Users will find functionality unavailable or disabled for these 
items.  Since e-mail will not be integrated, users will only be able to 
conduct ad hoc Teams meetings (not scheduled meetings). 
    e.  All personnel shall use cybersecurity best practices for telework as 
discussed in reference (b).  This includes, but is not limited to, patching 
personal devices, using up-to-date anti-virus software, and limiting download 
of files to personal devices. 
7.  Support. 
    a.  As CVR is a Microsoft provided service, users shall not call 
enterprise service desks (NMCI or ONE-NET Help Desks) for CVR-related issues. 
    b.  User training for the Teams/ODfB application is available at

    c.  Once you have access to the CVR environment please go to and bookmark

Training resources, events and more. 
    d.  The DoD Cloud Computing Program Office (CCPO) is leading the 
technical implementation of this effort.  FAQs, troubleshooting, and other 
self-help documentation is available at the CCPO CVR support website
