Earlier this year, the head of the U.S. Indo-Pacific Command, Admiral P. S. Davidson, sent a letter to Congress and the Pentagon urging accelerated modernization of warfighting technology in his area of responsibility. That area encompasses 52% of the Earth’s surface, including the Pacific Ocean, parts of the Indian Ocean, and Australia.
