I need a copy of OPNAV Instruction 1412.4. I believe the instruction allowed for enlisted personnel to wear the ESWS insignia if just completing a tour at sea and going to shore duty. I have a personal reason for this: I completed a five year tour on a DDG in June of 1978. My CO indicated that I was the #1 CPO. I did NOT request authorization at that time because I believed in the PQS program (I tried to get my command to allow me to complete the SWO program but denied); but I believed I would be going back to sea after the shore rotation. Because of certain events, I did not return to sea duty. 

I wish to appeal to the Board of Records (if it is still called that) to allow me to wear the insignia on my uniform when I am buried. 

If anyone has a copy of the instruction and process to appeal, I would greatly appreciate getting that info
