	appropriations.<br>
	2. The December monthly officer promotion message, which authorizes<br>
	permanent officer promotions to be executed, is normally released the final<br>
	week of November. The message is anticipated to be released no later than<br>
	the week of 1 December.<br>
	3. There is currently no timeline for the release of enlisted results, but<br>
	we are working to accelerate processing where possible and minimize<br>
	disruptions.<br>

	RMKS/1. This NAVADMIN announces the guidance for the administration<br>
	of the Spring 2026 (Cycle 118) Navy-Wide Advancement Exam (NWAE) for<br>
	Selected Reserve (SELRES) E5 through E7 candidates, to include those<br>
	serving on voluntary recall, mobilization, or as canvasser<br>
	recruiters.<br>
	2. In line with references (a) and (b), the Enlisted Advancement<br>
	Worksheet (EAW) is the authoritative source of data used to<br>
	determine Cycle 118 eligibility. Commands are to accurately<br>
	validate, complete, and finalize all EAWs in the Navy Standard<br>
	Integrated Personnel System (NSIPS). EAW discrepancies should be<br>
	addressed via the Post-examination Administration Comment (PAC)<br>
	process after Cycle 118 worksheets are locked.<br>
	3. Cycle 118 Timeline:<br>
	 a. 31 December 2025: Professional Military Knowledge<br>
	Eligibility Exam (PMK-EE) completion deadline. In line with<br>
	reference (c), PMK-EE remains mandatory once per paygrade for all E5 through E-7 candidates to be eligible for NWAE cycle<br>
	participation, including Early Promote (EP) and limited duty officer<br>
	candidates. Refer to reference (d) regarding special exceptions for<br>
	new accessions.<br>
	 b. 31 January 2026: Enlisted Leader Development (ELD) course<br>
	completion deadline (as applicable). In line with reference (e),<br>
	ELD Intermediate Leader Development Course (ILDC) and Advanced<br>
	Leader Development Course (ALDC) completion is mandatory for all E6<br>
	and E7 candidates, respectively, to be eligible for NWAE cycle<br>
	participation. ELD course completion is not mandatory for E5<br>
	candidates.<br>
	 c. 1-28 February 2026: Exam administration.<br>
	 d. 28 February 2026: EAW completion due date.<br>
	4. Cycle 118 specific eligibility requirements:<br>
	 a. Terminal Eligibility Date (TED):<br>
	 (1) E7 - 1 January 2027<br>
	 (2) E5 and E6 - 1 July 2026<br>
	 b. Minimum Time-in-Rate (TIR):<br>
	 (1) E7 - On or before 1 January 2024<br>
	 (2) E6 - 1 July 2023<br>
	 (3) E5 - 1 July 2025<br>
	 c. E6 and E7 candidate TIR requirements for EP can be waived by<br>
	one year with Commanding Officer (CO)/Officer-In-Charge (OIC)<br>
	approval. An EAW must be created manually for all who receive EP<br>
	waiver. EP candidates are still bound by the same PMK-EE and ELD<br>
	deadlines as regular TIR candidates.<br>
	 d. High-Year Tenure (HYT) and HYT Plus. In line with reference<br>
	(f), HYT Plus Pilot indefinite extension has concluded for SELRES<br>
	Sailors effective 30 September 2025. Sailors may still serve past<br>
	established HYT length of service gates, but must submit standard<br>
	individual waiver requests.<br>
	 e. Candidates with an approved request for voluntary transfer<br>
	to retire or Fleet reserve prior to mandated HYT are not eligible to<br>
	advance.<br>
	 f. Security/Interim security clearance (if required). Ratings<br>
	requiring a security clearance are AC, AE, AG, AO, AT, AWF, AWO,<br>
	AWR, AWS, AZ, CTI, CTR, CTT, CWT, EOD, ET, ETV, FC, FCA, GM, HT, IC,<br>
	IS, IT, ITR, ITN, LN, MA, MC, MMA, MN, ND, OS, QM, SB, SO, STG, STS,<br>
	and YN. All NWAE candidates must have applicable adjudication (Top<br>
	Secret or Secret) or interim clearance prior to 1 February 2026. If<br>
	clearance is revoked, an exam is not authorized until discrepancy is<br>
	corrected. An eligibility determination of "No Determination Made"<br>
	constitutes an unfavorable adjudication.<br>
	 g. Performance Mark Average (PMA) and Reporting Seniors<br>
	Cumulative Average (RSCA) PMA. Compute PMA for E5 candidates and<br>
	RSCA PMA for E6 and E7 candidates in line with references (a) and<br>
	(g). Use all applicable evaluations in current paygrade with an<br>
	ending date that falls within following periods:<br>
	 (1) E5 candidates - 1 February 2025 to 31 January 2026<br>
	 (2) E6 candidates - 1 February 2023 to 31 January 2026<br>
	 (3) E7 candidates - 1 February 2023 to 31 December 2025<br>
	 h. Use of EAW is mandatory, in line with reference (b).<br>
	 i. PMK-EE remains a general eligibility requirement for all<br>
	Sailors (regardless of EP TIR waiver status) in line with reference<br>
	(c). Waivers are normally not approved without extraordinary<br>
	circumstances.<br>
	 j. ELD course completion is a required prerequisite for taking<br>
	an E6 or E7 NWAE in line with reference (e). E6 candidates must<br>
	complete the ILDC and E7 candidates must complete the ALDC prior to<br>
	taking the NWAE. Special Warfare Operator (SO) and Special Boat<br>
	Operator (SB) Sailors must complete the Naval Special Warfare (NSW)<br>
	Leading Petty Officer (LPO), or Naval Special Warfare Development<br>
	Group (NSWDG) LPO courses in lieu of ALDC.<br>
	5. Exam Ordering:<br>
	 a. In line with reference (a), NWAE ordering dates and TIR<br>
	listings are on the Navy Enlisted Advancement System (NEAS) website:<br>
	<a href="https://neas.ncdc.navy.mil/." ipsnoembed="false" rel="external nofollow">https://neas.ncdc.navy.mil/.</a> Select Exam and Ordering Date Chart.<br>
	 b. Sensitive Compartmented Information (SCI) examinations not<br>
	included on initial TIR list must be ordered from<br>
	NETPDC_Crytologic_Products@us.navy.mil. Order examinations in line<br>
	with reference (a).<br>
	 c. Non-SCI examination orders not included on the initial TIR<br>
	list must be ordered on the NEAS website using the advancement<br>
	candidate's Department of Defense Identification (DOD ID) Number.<br>
	On the initial TIR list, please select "Do Not Order" for each<br>
	member who had an exam ordered in the Early Ordering window.<br>
	 d. Educational Services Officers (ESOs) should verify exam<br>
	order placement within 7-10 days of ordering at "View Previous Exam<br>
	Orders" link via the NEAS website, and should contact Naval<br>
	Education and Training Professional Development Center, Fleet<br>
	Services Branch (NETPDC N321) as needed for examination order<br>
	inquiries and issues.<br>
	 e. Reference (a) contains information for ordering exams for<br>
	Sailors in Congressionally Designated Combat Zones and Approved<br>
	Contingency Operations Areas (CDCZ/ACOA) or recalled reservists.<br>
	Exams will be ordered by the Active-Duty command Unit Identification<br>
	Code (UIC) where the Sailor is assigned.<br>
	6. Exam administration and Answer Sheets Returns. Administer exams<br>
	and return answer sheets in line with chapter 6 of reference (a).<br>
	An exam tote board on the NEAS website displays current status of<br>
	received answer sheets.<br>
	 a. When an exam is not used during the normally scheduled exam<br>
	administration, do not destroy the exam prior to 1 April 2026 as the<br>
	exam may be used for an authorized late exam administration prior to<br>
	this date.<br>
	 b. All SELRES late exam administration requests will be emailed<br>
	to Navy Reserve Force ESOs at CNRFC_Reserve_Forces_ESO@us.navy.mil,<br>
	carbon copy to Immediate Superior in Command (ISIC) ESO. Requests<br>
	shall include command name, UIC, number of Sailors affected, reason,<br>
	and date of exam. The Navy Reserve Force ESOs will request<br>
	authorization to administer late exams from NETPDC N321.<br>

	8. Discrepancy Correction:<br>
	 a. A detailed discrepancy list can be found on the NEAS<br>
	website.<br>
	 b. Post-exam administration discrepancy correction<br>
	correspondence with NETPDC (N321) is to be submitted using the EAW<br>
	PAC function, refer to reference (b). All corrections must have a<br>
	CO/OIC letter and all required supporting documentation included as<br>
	attachments. Education point corrections require a submission of<br>
	the Joint Service Transcript (JST) indicating the degree type and<br>
	date of completion.<br>
	 c. For guidance on E5 and E6 candidates with missed exams due<br>
	to CDCZ/ACOA, refer to reference (a).<br>
	 d. Selection board eligibility waivers should be conducted in<br>
	line with reference (a). Modifications are as follows:<br>
	 (1) CDCZ/ACOA Candidates. Submit a list of selection board<br>
	eligible candidates by activity in addition to E7 letter of<br>
	transmittal, along with an "Individual Augmentee Waiver Granted"<br>
	entry in "EAW Special Circumstances".<br>
	 (2) Non-CDCZ/ACOA Candidates. Submit request for exception<br>
	to policy for selection board eligibility waiver in line with<br>
	reference (a).<br>
	9. NWAE results:<br>
	 a. E7 candidates: Will be posted via BUPERS Online and profile<br>
	sheets.<br>
	 b. E5 and E6 candidates: Will be available via profile sheets.<br>

	RMKS/1. This NAVADMIN provides advance change notice to the<br>
	advancement manual for enlisted personnel, reference (a). This<br>
	change and references (b) and (c) will be incorporated into the<br>
	revised advancement manual on or about December 2025.<br>
	2. Billet Based Advancement (BBA) is expanding to include<br>
	advancements for eligible E6 candidates for all active duty<br>
	ratings<br>
	during the March 2026 Rating Knowledge Exam (RKE) cycle with the<br>
	exception of the following ratings: Submarine, Nuclear,<br>
	Musicians<br>
	(MU), Special Warfare Operators (SO), Special Warfare Boat<br>
	Operators<br>
	(SB), Training and Administration of the Reserve (TAR) and<br>
	Selected<br>
	Reserves (SELRES). Sailors in these communities will continue<br>
	to be<br>
	advanced via the legacy processes.<br>
	The March 2026 RKE will be utilized to support BBA eligibility.<br>
	Sailors who pass the RKE may begin applying for advancement<br>
	opportunities in the August 2026 MyNavy Assignment (MNA) cycle.<br>
	3. Command Advance to Position (CA2P) Eligibility. Effective<br>
	immediately, the minimum time on station requirement for CA2P<br>
	eligibility has been removed. Commands may only recommend<br>
	assigned<br>
	Sailors for CA2P via a Member Realignment Request (MRR) in MNA<br>
	to<br>
	fill billets that are projected to be vacant within six months<br>
	or<br>
	less. Requests will be initiated using 'CA2P' as the MNA<br>
	request<br>
	reason for the transaction.<br>
	 a. Immediate Superior in Command (ISIC), Type Commanders<br>
	(TYCOMS), or Budget Submitting Offices (BSOs) may also submit<br>
	IntraUnit CA2P requests to reassign eligible Sailors to another<br>
	command<br>
	with a billet available in the next higher paygrade. These<br>
	moves<br>
	must be between activities with the same type of duty (sea or<br>
	shore)<br>
	and within the same geographic area.<br>
	 b. All CA2P requests will be adjudicated by PERS4. Sailors<br>
	approved for CA2P sea duty, will be required to obligate service<br>
	for<br>
	a minimum of 36 months and will be extended 36 months onboard<br>
	from<br>
	the date of advancement.<br>
	 c. Sailors approved for CA2P shore duty, will be required<br>
	to<br>
	obligate service for a minimum of 36 months from the date of<br>
	advancement, while maintaining their original shore tour length.<br>
	CA2P requests may not be submitted for Sailors within 12 months<br>
	of<br>
	their PRD.<br>
	4. Senior Enlisted Marketplace (SEM) changes. Advancement<br>
	Request<br>
	Alignment (ARA). ARA is only available to board screened<br>
	Sailors.<br>
	 a. The MRR window for submitting ARAs will open four times<br>
	a<br>
	year, starting the day after Detailer Selections and closing the<br>
	day<br>
	after TYCOM Requisition Review in the months of January, April,<br>
	July, and October. This timeframe ensures that ARAs are<br>
	submitted<br>
	in alignment with the Sailors selected for assignments through<br>
	the<br>
	MNA and TYCOM Requisition Review process, allowing for efficient<br>
	tracking and review. Requests will be submitted in MNA via a<br>
	crossdeck or comptour personnel manning action and use 'ARA' as<br>
	the<br>
	reason.<br>
	 b. All Sailors approved for ARA will be issued orders;<br>
	however,<br>
	if the ARA approved billet has a required Distribution Navy<br>
	Enlisted<br>
	Classification Code associated with the billet sequence code,<br>
	only<br>
	UICs designated as 'sea duty' will have training included in the<br>
	orders.<br>
	 c. Commands may request ARA via a MRR in MNA to fill<br>
	billets<br>
	that are projected to be vacant within six months or less.<br>
	 d. SEM Eligibility Timeline. Effective FY-27 screening<br>
	boards,<br>
	eligibility will be expanded from 24 months to 30<br>
	months. Sailors<br>
	have up to 30 months to be selected for a job in the next higher<br>
	paygrade.<br>

	RMKS/1. This message announces Commander, Navy Reserve Force (CNRF) Policy<br>
	and Guidance for the calendar year (CY) 2025 and 2026 Meritorious<br>
	Advancement Program (MAP) for Selected Reserve (SELRES) Sailors and<br>
	supersedes reference (a) and (b).
</p>

<p>
	2. MAP Intent. The Navy Reserve has reached its authorized end strength of<br>
	57,700 Sailors for Fiscal Year 2025, for the first time since 2020, boosting<br>
	the Navyâ€™s ability to project power, respond to crises, and deliver combat<br>
	capability across all domains. To support continued readiness, Reserve<br>
	commands are empowered to nominate top-performing Sailors through a tailored<br>
	Meritorious Advancement Program (MAP), designed to maintain balanced opportunities<br>
	and account for the Reserveâ€™s unique force structure. Reserve MAP utilizes specific<br>
	controls to maintain a healthy and balanced total advancement opportunity.
</p>

<p>
	3. CY25 MAP-R: One season. The Navy Reserve Force will convene a MAP season for<br>
	E-4 to E-5 and E-5 to E-6 candidates in December 2025 and conclude an ECH II MAP<br>
	25 MAP-R ALNAVRESFOR V1.txt[7/8/25, 10:11:21]<br>
	board in January 2026. Ratings will be identified in the MAP-R season announcement<br>
	for those ratings identified as open, controlled and closed. Ratings identified as<br>
	open will be delegated to the Fleet or Force Reserve Program Director (F-RPD)<br>
	Pillar/Reserve Program Code for utilization. For controlled ratings, the ECH II<br>
	board will ensure MAP selections are determined utilizing a board precept, convening<br>
	order and selection standards consistent with advancement boards. Ratings not eligible<br>
	for MAP due to community health will also be identified.
</p>

<p>
	4. CY26 and beyond. MAP-R: Two seasons annually. Starting in 2026, MAP-R will commence<br>
	twoseasons, Summer and Winter, to allow flexibility in quota utilization to ensure<br>
	advancement opportunities are fully leveraged across eligible ratings and allow commands<br>
	to focus on NWAE eligibly requirements.
</p>

<p>
	5. Navy Standard Integrated Personnel System (NSIPS) Approver Access is Required. All Navy<br>
	Reserve Units must request and maintain Unit Approver access in NSIPS. Readiness and<br>
	MobilizationCommands (REDCOMs) and Immediate Superior in Command (ISIC) Commands must request<br>
	REDCOM Approver and ISIC Approver access respectively. Utilize MAP-R NSIPS tutorials that are<br>
	located at <a href="https://www.nsips.cloud.navy.mil" ipsnoembed="true" rel="external nofollow">https://www.nsips.cloud.navy.mil</a> under the training tab. Reference (b) contains<br>
	guidance on NSIPS MAP-R user roles.
</p>

<p>
	6. Eligibility. MAP-R is open to all E-3, E-4 and E-5 Sailors who meet MAP-R advancement<br>
	eligibility requirements per reference (d) and (e) and are in valid billets. For CY25,<br>
	Prior Service Re-enlistment Eligibility - Reserve (PRISE-R) Sailors are eligible only if their<br>
	new rate is permanent before 1 September 2025.<br>
	a. Sailors may only meritoriously advance one paygrade. Sailors in frocked status<br>
	are not eligible for advancement to the next higher paygrade until advanced (i.e.,<br>
	frocked E-5 cannot be meritoriously advanced to E-6).<br>
	b. PMK-EE. Per reference (e), Sailors must complete PMK-EE for the desired advancement<br>
	paygrade to be eligible for the Meritorious Advancement Program.<br>
	 c. Enlisted Leadership Development ELD Course. Per reference (f), Sailors must complete<br>
	ELD for the desired advancement paygrade to be eligible for MAP-R.<br>
	 d. Sailors must have passed, Not Advanced last participating NWAE.<br>
	 e. Mobilized, Definite Recall, Active Duty for Operational Support (ADOS), and Canvasser<br>
	Recruiter (CANREC) Sailors. Sailors who are currently mobilized or serving on Definite Recall,<br>
	ADOS, or CANREC orders may compete for a SELRES MAP-R nomination opportunity but are ineligible<br>
	for AC/TAR quotas. Nomination packages for Sailors on Mobilization, Definite Recall, and ADOS<br>
	orders must be submitted in NSIPS via the automation tool by the Sailor's respective Navy Reserve<br>
	Unit (specifically their Unit Mobilization Unit Identification Code (UMUIC)). Nomination packages<br>
	for Sailors on CANREC orders must be submitted manually to CNRF via their respective recruiting<br>
	region or Navy Recruiting Reserve Command.<br>
	Nomination packages for Sailors supporting the Navy Reserve Centers on long term ADOS or Definite<br>
	Recall orders must be submitted manually to the REDCOM.

	RMKS/1. This NAVADMIN provides guidance for the administration of the<br>
	September 2025 (Cycle 268) Navy-Wide Advancement Exams (NWAEs) and Rating<br>
	Knowledge Exams (RKEs) for Active Duty and Training and Administration of the<br>
	Reserve (TAR) E5 and E6 Sailors.<br>
	 a. In line with reference (a), all Active Duty Sailors in the ABE, ABF,<br>
	ABH, AME, AO, CS, DC, EM, IC, GM, GSM, MM, QM, and RS ratings will be<br>
	administered the RKE, which is executed through the exam process. RKE<br>
	advancements will be conducted via Advance to Position (A2P) and Command<br>
	Advance to Position (CA2P). Reference (a) should be read in its entirety for<br>
	Billet Based Advancement (BBA) policy.<br>
	 b. In line with reference (b), all other Active Duty and TAR Sailors<br>
	will take NWAEs to compete for advancement via NWAE cycle- based legacy<br>
	advancements.<br>
	2. In line with references (b) and (c), the Enlisted Advancement Worksheet<br>
	(EAW) is the authoritative source of data used to determine Cycle 268 E5 and<br>
	E6 eligibility.<br>
	 a. Commands are to accurately validate, complete, and finalize all EAWs<br>
	in the Navy Standard Integrated Personnel System.<br>
	 b. For some Sailors in BBA ratings, Educational Services Officers (ESOs)<br>
	may be required to wait until the effective advancement date for the<br>
	applicable paygrade to be updated before an EAW can be created manually.<br>
	 c. EAW discrepancies should be addressed via the Post- examination<br>
	Administration Comment (PAC) process after Cycle 268 worksheets are locked.<br>
	3. Cycle 268 timeline:<br>
	 a. 31 July 2025: Professional Military Knowledge - Eligibility Exam<br>
	(PMK-EE) completion deadline.<br>
	 b. 31 August 2025: Enlisted Leader Development (ELD) course completion<br>
	deadline.<br>
	 c. 4 September 2025: E6 exam administration. EAW will close one week<br>
	after the exam date on the worksheet.<br>
	 d. 11 September 2025: E5 exam administration. EAW will close one week<br>
	after the exam date on the worksheet.<br>
	 e. Deviation from administration dates. In line with reference (b),<br>
	commands that require rescheduling of NWAE or RKE administration date(s)<br>
	(with valid reason) may request a deviation of NWAE or RKE administration<br>
	from Navy Personnel Command (PERS- 803). If authorized, administration will<br>
	be completed by 30 September 2025.<br>
	4. Eligibility requirements are found in chapter 2 of reference (b). The<br>
	following information is specific to Cycle 268:<br>
	 a. Terminal eligibility date: 1 January 2026.<br>
	 b. In line with reference (a), there is no minimum Time-in-Rate<br>
	(TIR) requirement for Sailors in the Active-Duty BBA ratings.<br>
	However, E4 and E5 Sailors are required to have an in-grade Commanding<br>
	Officer (CO) or Officer in Charge (OIC) recommendation for advancement<br>
	periodic evaluation to participate in an RKE.<br>
	 c. Minimum TIR for all other Active Duty and TAR Sailors:<br>
	 (1) E6 - 1 January 2023.<br>
	 (2) E5 - 1 January 2025.<br>
	 (3) E6 candidate TIR requirements for Early Promote (EP) can be<br>
	waived by one year with CO/OIC approval, in line with reference (b). An EAW<br>
	must be created manually for all who receive an EP waiver. EP candidates are<br>
	still bound by the same PMK-EE and ELD deadline as regular TIR candidates.<br>
	 d. In line with reference (d), PMK-EE remains mandatory once per<br>
	paygrade for all E5 and E6 candidates to be eligible for exam cycle<br>
	participation. Refer to reference (e) regarding special exceptions for E4<br>
	new accessions. Waivers are normally not approved without extraordinary<br>
	circumstances.<br>
	 e. In line with reference (f), intermediate leader development course<br>
	completion is mandatory for all E6 candidates to be eligible for exam cycle<br>
	participation. ELD course completion is not mandatory for E5 candidates.<br>
	Waivers are normally not approved without extraordinary circumstances.<br>
	 f. High-Year Tenure (HYT) and HYT plus: In line with references (g) and<br>
	(h), the HYT plus pilot program allows for Sailors to continue their Navy<br>
	careers beyond the HYT limits.<br>
	References (g) and (h) should be read in their entirety. In the EAW, the<br>
	"HYT Exceeded" entry may reflect "Yes" - when applicable, select "Yes" for<br>
	"HYT Waived."<br>
	 g. Security/Interim clearance (if required): Ratings requiring a<br>
	security clearance are AC, AE, AG, AO, AT, AWF, AWO, AWR, AWS, AWV, AZ, CTI,<br>
	CTM, CWT, CTR, CTT, EOD, ET, FC, FCA, GM, HT, IC, IS, IT, LN, MA, MC, MN, ND,<br>
	OS, QM, RW, SB, SO, STG and YN, as well as all nuclear and submarine ratings.<br>
	All E5 and E6 exam cycle candidates must have applicable adjudication (Top<br>
	Secret or Secret) or CO/OIC Interim clearance dated prior to 1 September<br>
	2025. If clearance is revoked, an exam is not authorized until the<br>
	discrepancy is corrected. An eligibility determination of "No Determination<br>
	Made" constitutes an unfavorable adjudication.<br>
	 h. Performance Mark Average (PMA). Compute PMA for E5 candidates and<br>
	reporting senior's cumulative average PMA for E6 candidates in line with<br>
	references (b) and (i). Use all applicable evaluations in current paygrade<br>
	with an ending date that falls within the following periods:<br>
	 (1) E6 - 1 September 2022 to 31 August 2025.<br>
	 (2) E5 - 1 June 2024 to 31 August 2025.<br>
	 i. In line with reference (b), for E4 new accession Sailors who have<br>
	graduated from "A" School and are eligible for the upcoming E5 NWAE, who do<br>
	not have a current evaluation in paygrade, a one-time PMA of 3.60 will be<br>
	assigned by the ESO on their EAW and transposed to their answer sheet.<br>
	 j. Use of EAW is mandatory, in line with reference (c).<br>
	5. Exam Ordering:<br>
	 a. In line with reference (b), ordering dates and TIR listings for all<br>
	NWAEs and RKEs are on the Navy Enlisted Advancement System<br>
	(NEAS) website: <a href="https://neas.ncdc.navy.mil/" rel="external nofollow">https://neas.ncdc.navy.mil/.</a> Select the Exam and Ordering<br>
	Date Chart.<br>
	 b. Sensitive Compartmented Information (SCI) exam orders not included on<br>
	the initial TIR list must be ordered from<br>
	netpdc_cryptologic_products@us.navy.mil. Order exams in line with reference<br>
	(b).<br>
	 c. Non-SCI exam orders not included on initial TIR list must be ordered<br>
	on the NEAS website using Department of Defense Identification Number.<br>
	 d. ESOs should verify placing exam orders within 7-10 days of ordering<br>
	at *View Previous Exam Orders* link via the NEAS website and should contact<br>
	Naval Education and Training Professional Development Center, Fleet Services<br>
	Branch (NETPDC N321) as needed for exam order inquiries and issues.<br>
	 e. Deploying commands and candidates departing to Congressionally Designated Combat Zones and Approved Contingency Operation Areas can order<br>
	exams up to six months prior to the scheduled exam date. For additional<br>
	guidance, refer to chapter 4 and paragraph 614 of reference (b).<br>
	 f. Substitute Exams:<br>
	 (1) The deadline for ordering both SCI and non-SCI substitute exams<br>
	is 30 September 2025.<br>
	 (2) NETPDC (N321) is the approval authority for all substitute exams.<br>
	 (3) Naval nuclear propulsion program training graduates who are<br>
	enroute to their first at sea assignment during the E5 examination date will<br>
	have substitute examinations ordered for them by their ultimate duty station,<br>
	if dates permit exam ordering before the published deadline.<br>
	 (4) Substitute examinations may be administered with regular exam<br>
	administration or in line with paragraph 606 of reference (b).<br>
	 g. Submit exception to policy requests for candidates per paragraph 104<br>
	of reference (b).<br>
	 h. Below candidates are separated into competitive groups:<br>
	 (1) CTI: Middle East/North Africa (Group 1), East/Far East (Group 2),<br>
	Latin/South America (Group 3), Eastern Europe (Group 4).<br>
	 (2) EMN, ETN, and MMN: Submarine (Group 1), Surface (Group 2),<br>
	Training (Group 3).<br>
	6. Exam administration and answer sheet returns. Administer exams and<br>

	Profile sheets for Sailors in BBA ratings will only reflect Passed Not<br>
	Advanced, Fail, Inval, or discrepancy status, since advancement is conducted<br>
	via A2P and CA2P.<br>

	RMKS/1.  This NAVADMIN extends reference (a) and announces the policy and <br>
	guidance for Calendar Year (CY) 2025 Season One Meritorious Advancement <br>
	Program (MAP) for Active Component and Training and Administration of the <br>
	Reserves (TAR) E5 and E6 Sailors.<br>
	MAP Season One runs from 15 March through 15 April 2025.  This season <br>
	continues the added preseason window for commands to verify MAP user role <br>
	access and Unit Identification Code (UIC) assignments in Navy Standard <br>
	Integrated Personnel System (NSIPS) ahead of the season.  The timeline in <br>
	paragraph 3 contains details.
</p>

<p>
	2.  MAP quotas are distributed over two seasons during CY25, with roughly <br>
	half of the available MAP quotas allocated for each of the two MAP seasons.  <br>
	This aligns MAP with the Navy-Wide Advancement Exam (NWAE) to ensure any <br>
	unused MAP quotas are included in the NWAE cycle and to emphasize the intent <br>
	of MAP to select and reward top- performing Sailors.  To meet required Time-<br>
	in-Rate (TIR) for MAP advancement eligibility, Sailors must have a date of <br>
	rank no later than the following:<br>
	    a.  E5:  1 January 2024. <br>
	    b.  E5 (Nuclear-trained Sailors):  1 January 2023. <br>
	    c.  E4:  No TIR requirement.
</p>

<p>
	3.  Timeline:<br>
	    a.  MAP Pre-season:  1-14 March 2025. <br>
	    b.  MAP Quotas Uploaded:  14 March 2025. <br>
	    c.  CY25 MAP Season One:  15 March - 15 April 2025.
</p>

<p>
	4.  In line with reference (b), MAP advancement is not authorized for Sailors <br>
	that participate in Billet Based Advancement (BBA).  BBA ratings that are not <br>
	authorized for MAP are ABE, ABF, ABH, AME, AO, CS, DC, EM, IC, GM, GSM, MM, <br>
	QM, and RS.  Sailors in these ratings have advancement opportunities via <br>
	Command Advance to Position (CA2P).  In line with references (b) and (c), <br>
	CA2P will be available for all Sailors not under orders or with orders <br>
	pending release.<br>
	CA2P will eventually replace legacy MAP season execution for advancement to <br>
	E5 or E6, with MAP quotas in future MAP seasons transitioning fully over to <br>
	CA2P usage in the next calendar year (following the CY25 MAP seasons).  <br>

	5.  Commands are required to have two NSIPS MAP user roles (command reviewer <br>
	and command reporting senior) in order to submit MAP advancements, Exceptions <br>
	to Policy (ETP), and additional MAP quota requests through NSIPS.  NSIPS Web <br>
	Afloat users and commands without access to NSIPS should refer to paragraph <br>
	5a for instructions on submitting their MAP advancements.  The system uses <br>
	authoritative data to determine eligibility.  However, commands are required <br>
	to locally validate that MAP candidates have successfully completed the <br>
	Professional Military Knowledge Eligibility Examination (PMK-EE) requirement <br>
	for E-5 and E-6 MAP advancements prior to the first day of the MAP season (15 <br>
	March 2025) as outlined in reference (d).  For training on user roles, log <br>

	click MAP tutorial (JPA).<br>
	    a.  NSIPS Web Afloat users and commands without access to NSIPS must <br>
	submit a MAP nomination request via e-mail directly to their Immediate <br>
	Superior in Command (ISIC), Type Commander (TYCOM) or Budget Submitting <br>
	Office (BSO)/Echelon II command using the Meritorious Certification Letter <br>
	(MCL).  The letter must be signed by the commanding officer and should <br>
	address any ETP or additional quotas requested.  Sample MCLs and detailed <br>
	information regarding the offline process can be found via the MAP page on <br>

	    b.  Quota usage, modifications, and distribution will be managed within <br>
	the NSIPS environment.  BSO and command quotas will be uploaded into NSIPS on <br>
	14 March 2025 and can be found under the quota summary report tab.  Quotas <br>
	can also be found via the MyNavy HR MAP page.<br>
	    c.  Additional quotas can be requested using the quota request option by <br>
	the command reviewer user role.  Commands must contact their BSO to determine <br>
	the timeline for additional quota requests.<br>
	Whether or not command quotas are authorized, all commands have the <br>
	opportunity to request quotas from their BSO/Echelon II command, via their <br>
	ISIC and TYCOM.<br>
	    d.  NSIPS will automatically determine if an ETP is required using <br>
	predetermined criteria.  Sailors in ratings requiring security clearances and <br>
	rates/pay grades requiring TIR waivers will be automatically routed for <br>
	adjudication.  The request will be routed through the ISIC, TYCOM, and <br>
	BSO/Echelon II command using a hierarchical workflow.<br>
	    e.  NSIPS will not automatically generate an ETP for Nuclear- trained <br>
	Sailors.  Commands desiring to advance a nuclear-trained Sailor not meeting <br>
	the TIR requirement must send notification to the Nuclear Enlisted Community <br>
	Manager (N133D) at bullnuke@navy.mil.
