	The Navy posted a <a href="https://forum.navyadvancement.com/topic/9028-navy-deletes-humiliating-rifle-photo-but-screenshots-are-forever/" rel="">photo earlier in the week</a> on its official social media channel of a man firing a rifle with a backwards optic, the lens covers appeared to still be on, his arm out like a chicken wing, the butt of the gun riding up his shoulder and it also appeared the selector switch might have been set to fully automatic.

	"We have a great group of hardworking and talented athletes on our team, and I am truly honored that they chose me to lead them into the next season," Dely said. "I am confident that we are going to do really great things this upcoming year and continue to train hard and get better every day. This position is not something that I will take for granted, and I am looking forward to our competitions starting this fall."

	Hospital Corpsman 1st Class Axel Narvaez was awarded the <a href="https://www.med.navy.mil/Media/News/Article/3382953/marksmanship-skills-provide-mission-readiness-and-mentorship/" rel="external nofollow">U.S. Navy Pistol Excellence-In-Competition Badge (Bronze)</a> after a match in Virginia Beach, Virginia, in which he scored a 90.87 percent. As a result, he took second place in the Carry Optics division, where shooters possess a pistol without major modifications and a slide mounted red dot sight.

A magazine is slotted into the well and the slide is racked as a round is put into the chamber before the pistol is holstered once more. The chatter of the onlookers dies down to eager silence.

	The proposal is a bid by House Democratic lawmakers to give more protection to military-connected victims who have been battered, assaulted or stalked. But conservatives are putting up fierce opposition, because they say it would infringe on troops' Second Amendment right to bear arms.

	YOKOSUKA NAVAL BASE, Japan - U.S. sailors and Japanese security personnel checked out new 9 mm handguns at this base south of Tokyo on Friday morning, ending nearly four decades of service with Beretta M9 pistols.

<p>
	As part of a servicewide transition, security officers have been training with the <a href="https://www.stripes.com/branches/navy/2021-10-01/us-navy-sig-sauer-m18-beretta-m9-yokosuka-japan-3086402.html" rel="external nofollow">SIG Sauer M18 pistol</a>, which is replacing the M9. The Navy adopted the M9 in 1985, according to Yokosuka’s head of security, Lt. Cmdr. Roel Rosalez.

	FORT WORTH, Texas  –  On an early Saturday morning at the gun range aboard Naval Air Station Joint Reserve Base Fort Worth, a group of 50 Sailors outfitted in Type III digital-camouflage uniforms don protective equipment and thigh-rig weapon holsters. A range safety officer recites safety protocol verbatim aloud. The Sailors listen intently as they prepare for the day’s multiple courses of fire.  <br>
	 <br>
	It’s drill weekend for Navy Reserve Naval Security Forces (NSF) Fort Worth. In accordance with the Navy Reserve Fighting Instructions, released by Chief of Navy Reserve (CNR) Vice Adm. John Mustin, the unit is actively conducting focused training to prepare Sailors for mobilization billets.<br>
	 <br>
	Weapons qualifications and sustainment training on the M9 semi-automatic pistol, M500 shotgun and M4 assault rifle are the primary objectives during the drill period.<br>
	 <br>
	“Our mission is to ensure our Sailors are ready to deploy,” said Reserve Chief Master-at-Arms Joe Rogers, the unit’s senior enlisted leader. “We’re the Reserve security arm. So, every month we train within our scope of law enforcement and force protection.”<br>
	 <br>
	In preparation for the day’s first course of fire, the unit’s small-arms marksmanship instructor (SAMI), Reserve Master-at-Arms First Class Arthur Trevino, directs eight Sailors to pick up a 9mm handgun which has been pre-staged at the ready line in their firing lanes. They are instructed to ensure their weapon is clear and safe, and then to place their weapon into Condition One.<br>
	 <br>
	“Shooters, with your six-round magazine, load and make ready,” Trevino commands. “Ensure your safety is on. Holster your weapon.”<br>
	 <br>
	Two line coaches patrol each of the lanes to ensure compliance before signaling the SAMI to proceed.<br>
	“A lot of the guys in the unit are civilian police officers,” said Trevino. “Each of them brings a variety of knowledge and experience, which increases our readiness level.”<br>
	 <br>
	Trevino proceeds to instruct the shooters, “First course of fire is going to be two rounds in four seconds, two rounds in four seconds. Stand by…Fire!”<br>
	 <br>
	As a Reserve security force, NSF Fort Worth Sailors augment the installation’s active component. The unit’s members also receive mobilization orders to support various missions both stateside and overseas.<br>
	 <br>
	“Right now, we have Sailors deployed in multiple locations around the world providing security and logistics support,” said Rogers. “My Sailors joined the Navy for a reason. They believe in our mission. They believe in their patriotic duties to our country.”<br>
	 <br>
	Those sentiments were echoed by Reserve Master-at-Arms Second Class Sly Cameron, a unit Sailor who also patrols the Dallas-Fort Worth area as a civilian police officer for the Mansfield Police Department.<br>
	 <br>
	“It’s a needed profession,” said Cameron. “I come from a family of law enforcement. My dad, my brother and sister, we’re all police officers. So, I’m able to bring my outside experience and training to help mold the unit because at the end of the day, we’ve got to be ready for any and all situations.”<br>
	 <br>
	In the Fighting Instructions directive, which calls on Reserve Sailors and units to focus efforts on warfighting readiness, CNR identifies three tenets: Design the Force, Train the Force, Mobilize the Force. <br>
	 <br>
	These principles serve as the basis of CNR’s vision for the Navy Reserve force to identify warfighting capabilities best suited for the Reserve component, which provide a clear benefit to the Navy. They guide the force to focus training efforts on preparing Navy Reserve Sailors for their mobilization billets. And, the instructions direct the force to develop and employ rapid mobilization processes like Distributed Mobilization to ensure large-scale readiness for conflict against a peer or near-peer adversary.<br>
	 <br>
	“Achieving strategic depth and improving warfighting readiness requires us to build on the hard work completed so far with a sense of urgency,” said Mustin.

	qualification/sustainment may be extended until two months after return to <br>
	homeport.<br>
	    c.  Per reference (h), extensions for live-fire small arms qualifications <br>
	will not exceed a period of 24-months since the last live-fire qualification.  <br>
	Personnel who do not complete live-fire small arms qualifications within a <br>
	period of 24-months will not be authorized to be armed.<br>

	ANNAPOLIS, Md. (Tribune News Service) — Navy sophomore Gabriella Mayes was at her Rio Rancho, New Mexico home late last month when she got the good news. She had been named a National Rifle Association honorable mention All-American. It marked the second straight season a Midshipmen rifle team member earned postseason honors from the NRA.

	It was an award Mayes admitted came as a surprise. 	RMKS/1.  This NAVADMIN provides guidance regarding an exception to policy on <br>
	small arms training, qualification, and sustainment criteria and Navy <br>
	Security Force annual sustainment training requirements as described in <br>
	references (a) through (f).  All commands will take specific actions to <br>
	mitigate the spread of COVID-19 worldwide.  Due to commands implementing <br>
	COVID-19 force health protection measures which include travel restrictions, <br>
	minimizing group gatherings, and maximizing social distancing, the expiration <br>
	time period for the required small arms annual qualification and semi-annual <br>
	sustainment criteria in reference (a) and the Navy Security Forces annual <br>
	sustainment training in references (c) and (e) are extended through 31 August <br>
	2020.  Commanders shall reinitiate small arms live-fire qualification and <br>
	sustainment criteria, and Navy Security Force sustainment training, as <br>
	applicable, as soon as the COVID-19 restrictions are lifted.
</p>

<p>
	2.  Applicability<br>
	    a.  Category I and II Personnel.  Per references (a) through (d), this <br>
	exception to small arms policy applies to all active and reserve Navy <br>
	personnel; all Navy law enforcement, armed security watch-standers, and <br>
	security personnel (military, civilian, and contract personnel), designated <br>
	as Category I and Category II personnel.<br>
	    b.  Category III and IV Personnel.  Per reference (a), Type Commanders<br>
	(TYCOMs) provide specific small arms qualification and sustainment guidance <br>
	for personnel designated as Category III (i.e. Navy Expeditionary Combat <br>
	Command; ground combat elements; etc.) and Category IV (i.e. Visit, board, <br>
	search and seizure personnel; nuclear weapons security for shore facilities; <br>
	etc.).  The exception to policy in this NAVADMIN applies only to the basic <br>
	qualification requirement for Category III and IV personnel.  TYCOMs may <br>
	provide extension to their specific qualification and sustainment guidance <br>
	required for Category III and IV personnel.<br>
	    c.  This exception to policy does not apply to Navy Special Warfare nor <br>
	Naval Criminal Investigative Service (NCIS) personnel.
</p>

<p>
	3.  Exception to Policy<br>
	    a.  Small Arms Training and Qualification.  Per reference (a), all <br>
	personnel must requalify with live-fire annually.  The expiration time period <br>
	for small arms live-fire requalification/semi-annual sustainment may be <br>
	extended through 31 August 2020.  Commands are directed to continue providing <br>
	firearms safety and weapons familiarization, to include use of simulators for <br>
	sustainment if available, within COVID-19 restrictions and guidance.<br>
	    b.  Per reference (f), extensions for live-fire small arms qualifications <br>
	will not exceed a period of 24-months since the last qualification.  <br>
	Personnel who do not complete live-fire small arms qualifications within a <br>
	period of 24 -months will not be authorized to be armed.<br>
	    c.  Navy Physical Security and Law Enforcement Program.  Per reference <br>
	(c), table 6-1, Navy Security Force personnel are required to complete annual <br>
	sustainment training requirements.  Reference (e) provides annual sustainment <br>
	training requirements for Navy Civilian Guard Force and Auxiliary Security <br>
	Forces.  The expiration time period for all Navy Security Force and armed <br>
	sentry watch-stander annual sustainment training requirements may be extended <br>
	through 31 August 2020, with the exception of training in paragraph 4 of this <br>
	message.
</p>

<p>
	4.  Required Continued Training:  Commanders will ensure all personnel who <br>
	are armed will continue to complete Use of Force training, awareness, and <br>
	acknowledgement per references (c), (d) and (f).
</p>

<p>
	5.  Exception to this NAVADMIN will be submitted to OPNAV N4 via the <br>
	appropriate chain of command.  Updates to this NAVADMIN will be provided as <br>
	applicable and will expire if COVID-19 restrictions are lifted prior to 31 <br>
	August 2020.

<p>
	RMKS/1. In response to the tragic event at Naval Air Station Pensacola, the Secretary of Defense <br>
	directed a review of vetting and security policies and procedures related to International Military <br>
	Students (IMS).  Following that review and as directed in reference (b), the Department of the Navy <br>
	(DON) is taking steps to strengthen and clarify policy related to IMS and privately owned firearms (POF) <br>
	and privately owned ammunition (POA).
</p>

<p>
	2.  IMS and accompanying family members, admitted to the United States on a <abbr title="Department of Defense">DoD</abbr>-sponsored A-2 visa <br>
	or <abbr title="Department of Defense">DoD</abbr> invitational travel orders, regardless of their country of origin, are prohibited from possessing, <br>
	using, transporting, or storing POF and POA on DON installations or property in accordance with <br>
	reference (b).  They must also agree, as a condition of acceptance into a <abbr title="Department of Defense">DoD</abbr> sponsored training <br>
	program, that they will not bring a POF or POA with them to the United States, purchase a POF or POA <br>
	while in the United States, or possess or use another individuals POF or POA on or off of DON <br>
	installations or property in the United States except as may be authorized by paragraph
</p>

<p>
	3.e.<br>
	     a.  IMS are authorized use of government furnished firearms and ammunition when specifically <br>
	required for official training off of a DON installation but under the control of the DON, and aboard DON <br>
	installations or property.<br>
	     b.  DON installation Commanders may not permit IMS or their accompanying family members to <br>
	possess, use, transport, or store POF or POA on any DON installation or property.
</p>

<p>
	3.  The Chief of Naval Operations (<abbr title="Chief of Naval Operations">CNO</abbr>) and Commandant of the Marine Corps<br>
	(CMC) will update appropriate policy in accordance with this <abbr title="All Navy">ALNAV</abbr> within<br>
	30 days of the date of this message.<br>
	     a.  Within 90 days or prior to transfer to their next training installation, whichever comes sooner, the <br>
	Services will obtain written agreement from all IMS, and their accompanying family members over 18 <br>
	years of age, who are in the United States as of the date of reference (b), prohibiting their purchase and <br>
	possession of POF and POA.<br>
	     b.  The Services will terminate the training and return the IMS and/or accompanying family <br>
	member(s) to home country if they fail to sign an agreement to the conditions outlined in reference (b).<br>
	     c.  IMS currently possessing POF and/or POA residing off DON installations will upon submission of <br>
	written agreement to reference (b) execute one of the remedial options for POF and/or POA outlined in <br>
	paragraphs
</p>

<p>
	4.a. through 4.c. of this message.<br>
	     d.  IMS with accompanying family members who reach the age of 18 are required to submit written <br>
	agreement for the family member to reference (b) within 10 days of the family members 18th birthday.  <br>
	Accompanying family members that fail or refuse to submit the written agreement within 10 days of <br>
	their 18th birthday are subject to return to home country per paragraph 3.b.<br>
	     e.  The <abbr title="Chief of Naval Operations">CNO</abbr> and CMC may approve one-time, short-term exceptions allowing an IMS or <br>
	accompanying family member to possess and use, but not own, another individuals POF and POA off of <br>
	a DON installation in accordance with applicable Federal, State, and local laws and regulations.  The <abbr title="Chief of Naval Operations">CNO</abbr> <br>
	and CMC may delegate this approval no lower than the arming authorities specified in reference (c).
</p>

<p>
	4.  Within 20 days of the date of this message, Commanders who have previously permitted IMS or their <br>
	accompanying family members to possess, use, transport, or store POF and/or POA on a DON <br>
	installation or property will direct those individuals to complete one of the following options.<br>
	     a.  Transfer the POF and/or POA to another individual not prohibited from possessing the POF or POA, <br>
	in accordance with applicable laws and regulations.<br>
	     b.  Surrender all POF and/or POA to appropriate DON installation Commanding Officer/Commander <br>
	for safekeeping until the IMS completes their training and returns along with any accompanying family <br>
	members to their home country.  Neither the IMS nor any accompanying family members will have <br>
	access to the POF or POA until after returning to their home country.<br>
	     c.  Dispose of the POF and/or POA in accordance with applicable laws and regulations.
</p>

<p>
	5.  This <abbr title="All Navy">ALNAV</abbr> is effective immediately; it will be incorporated into the next revision of reference (c).
</p>
