	PARFQ Display Error in PRIMS.  A data feed issue is causing PARFQ submissions from MyNavy Portal (MNP) to display incorrectly in PRIMS.  Please follow this interim guidance while eCRM Developers work to resolve the issue:

		Sailors:  continue to submit your PARFQ in MNP as normal. 
	</li>
	<li>
		CFL/ACFLs:  to view correct PARFQ data, use the report template “PARFQ Report Cycle 1 2026 Correct View." 
	</li>
	<li>
		If a PARFQ needs an edit, the Sailor must fill out a paper version for the CFL to review and keep on file, as required by <a href="https://www.secnav.navy.mil/doni/Directives/06000%20Medical%20and%20Dental%20Services/06-100%20General%20Physical%20Fitness/6110.1L.pdf" rel="external nofollow">OPNAVINST 6110.1L</a>
	</li>
	<li>

		Missing Birthdates Issue Affecting PRIMS Records.  A data feed error from the Authoritative Data Environment is causing missing birthdates to be fed into PRIMS for some Sailors, resulting in incorrect PRT score calculations.  Developers have programmed affected PRIMS records to default to "Outstanding-High" until the issue is resolved to avoid unfairly penalizing those affected.  In this scenario, CFL/ACFLs should use the PFA Calculator in the Official Navy PFA app to assess PRT results and the potential need for further PRP actions.  Once resolved, affected PRIMS records will be automatically updated to reflect accurate PRT scores.

		PFA Calculator Issue in MyNavy Portal (MNP). We are aware of an issue with Waist-to-Height Ratio (WHtR) rounding that may cause an inaccurate BCA result.  Developers are working to resolve the issue.  Sailors can still use the official Navy PFA app for accurate calculations.  Only PFA results entered into PRIMS are official.

		Navy’s Noom Digital Health Program.  From 1 February 2026 to 31 January 2027, Navy is offering access to the Noom commercial program for a one-year period, at no cost to Active Component (AC) and Reserve Component (RC) Sailors who:

	<strong>Reminder</strong>: CFL/ACFLs are prohibited from conducting an official BCA on a Sailor who is transferring and will not be assigned to the command during the entire command PFA. See PRP Guide-3 for additional details.

	<a href="https://www.forbes.com/sites/janicegassam/2025/10/02/from-beards-to-bias-how-neutral-rules-mask-racism/" rel="external nofollow">Black men are more prone to pseudofolliculitis barbae</a>, a skin condition that leads to itching, inflammation, keloids and an increased likelihood of scarring, according to research. A seemingly neutral policy that requires military members to be clean-shaven has a disproportionately negative impact on Black men, leading to disparate impact, a legal term to describe when a neutral policy causes harm to a protected class of people.
</p>

<p>
	In addition to Black men being harmed by this new policy, it could also lead to religious discrimination. According to some reports, for Muslims, Sikhs, Rastafarians, the Amish, and Orthodox Jews, there may be restrictions around shaving one’s beard. A no-beard policy may unfairly impact those who are part of some religious groups.

		The CFL is responsible for maintaining PRIMS access and assign UIC(s) to the designated ACFL(s) within PRIMS.  Not having a CFL onboard with PRIMS access is NOT a sufficient reason for PRP Office to assign UICs on the command’s behalf.  Per OPNAVINST 6110.1K, commands must have a designated CFL.

		For all ACFL account creation requests, the submission must come directly from the CFL to askmncc.fct@navy.mil.
	</li>
	<li>
		The required ACFL Designation letter and SAAR Form must indicate the primary UIC of responsibility and any additional UICs in block 13 that the ACFL will be supporting with the CFL.
	</li>
	<li>
		Upon receiving the required documents from the CFL, MyNavy HR Tier-1 will elevate the case to Tier-2 for account creation in eCRM/Salesforce.
	</li>
	<li>
		Tier-2 will respond directly to the CFL once the ACFL account has been created.
	</li>
	<li>
		CFL will assign the ACFL to the responsible UICs within PRIMS by using the UIC Assignment Tile located on the right-hand side of the PRIMS Homepage.
	</li>
	<li>

	MILLINGTON, Tenn. — The Navy is set to launch a major update to its performance evaluation system, which includes a significant change for chief petty officers, with the release of NAVFIT98A version 33 (v33) on July 30.
</p>

<p>
	This marks a significant milestone in the ongoing modernization efforts for Navy personnel management tools.
</p>

<p>
	NAVFIT98A v33 replaces all previous versions and is compatible with Office 365 and all other workstations used by Sailors service wide. The new release is designed to better meet the needs of Sailors across the fleet, both at sea and ashore, and introduces a revised chief petty officer evaluation (CHIEFEVAL) form.
</p>

<p>
	Key changes to the revised CHIEFEVAL form include aligning performance traits with the Master Chief Petty Officer of the Navy’s CPO Guiding Principles, mandatory Navy Physical Fitness Assessment scores, screened subcategory option for Sailors advanced via the Senior Enlisted Marketplace to ensure they are grouped separately from those not screened for advancement, command and departmental inspection scores (unless classified), and a specific hard breakout ranking of the individual and summary group size.
</p>

<p>
	“This is the most honest, transparent evaluation the Navy’s enlisted force has ever seen,” said Navy Personnel Command Force Master Chief Bill Houlihan. “Every member of our Mess will be fully aware of where they stand amongst their peers, and what they can do to improve as Chiefs. Most importantly, this evaluation truly quantifies the impact each Chief has on their command’s mission and it underscores the fact that a command’s culture falls squarely on the collective shoulders of the Mess.”
</p>

<p>
	Anticipating concerns about timelines of CHIEFEVAL submissions with the revised form, the submission window for commanding officers is extended from 15 days to 45 days and the deadline for chief petty officer and senior chief petty officer periodic reports are moved from Sept. 15 to Nov. 15. The effective end date of those reporting periods remains Sept. 15.

<p>
	There will be multiple options for accessing NAVFIT98 v33. It will be available on Nautilus as part of the hosted software applications. Users will be able to search for the software and open as on any normal desktop.
</p>

<p>
	NMCI users who have not yet converted to Nautilus will only be able to access version 33 of NAVFIT via the virtual remote desktop (NVD).
</p>
