RMKS/1.  It is of utmost importance that the Department of the Navy (DON) 
dramatically improve our performance in making Service Treatment Records 
(STRS) (medical and dental) for active/selected reserve Service members 
available to the Department of Veterans Affairs (VA).  We must comply with 
timeliness standards to make these records available 45-days from the date 
the Service member is separated, retired from the military, and in the case 
of the Reserve Component member who does not separate from Service, 45-days 
after applying for VA benefits.  It is my expectation that DON will adhere to 
these requirements and respond quickly to requests for records concerning our 
transitioning Sailors and Marines.  This ALNAV is intended to clarify and 
establish Service guidelines and reinforce Service member responsibilities.
 
2.  References A through C, announced guidelines to properly archive STRs.  
Per references D and E, STRs are the property of DoD and their availability 
to medical and dental departments is key to appropriate health care and legal 
and administrative proceedings.  Service members are not permitted to hand 
carry original copies of their medical and dental records unless authorized 
per Department or Service guidance.  Service members who are authorized to 
hand carry their STRs must protect the integrity of the information and 
provide it to the appropriate DoD authority as directed. 
 
3.  Prior to release from active/selected reserve service, or upon 
notification of submission for VA benefits by a Service member, Commanding 
Officers and Officers-In-Charge are responsible for confirming that the STR 
is in possession of the responsible DoD authority.  If the Service member is 
in possession of the STR, the member must submit the STR to the responsible 
DoD authority in accordance with Service guidance, but may request a copy.
 
4.  The Services will provide to the Assistant Secretary of the Navy 
(Manpower and Reserve Affairs) (ASN (M&RA)) quarterly summaries of the number 
of active/selected reserve personnel who have been released from 
active/reserve service, and percentage compliance with STR timeliness 
standards.  This report will include a detailed explanation for DON STRs not 
provided to the appropriate authority by separation/retirement date.  The 
first report is due 15OCT2014 and will only include data from date of this 
ALNAV to 30SEP2014. Additional details will be provided by ASN (M&RA) SEPCOR. 
 
5.  The Services will also provide a list of Service members who have already 
been separated/retired to BUMED since 01JAN2014 to date and monthly 
thereafter. 
 
6.  Any clarification and/or exceptions to this guidance shall be directed to 
the office of the ASN (M&RA).
