RMKS/1.  As part of my priority to focus on people, capabilities, and 
processes and to ensure that our policies are in compliance with applicable 
laws and regulations, a comprehensive review of existing directives was 
needed.  By this message I hereby cancel the following instructions:

2.  The guidance contained in many of these instructions was redundant or out 
of date.  If your local policy is affected by the cancellation of these 
instructions and you are unsure of the source document for current guidance, 
please contact the office which formerly sponsored the cancelled instruction 
for clarification via your chain of command.

3.  I applaud all efforts to streamline Secretary of the Navy instructions 
and to make them useful and current.  We have already accomplished a great 
deal.  I know I can count on you to maintain momentum to complete this 
worthwhile effort.
