SUBJ/AFFORDABLE CARE ACT REPORTING REQUIREMENTS AND ELECTRONIC RETRIEVAL

RMKS/1.  The Affordable Care Act (ACA) is a United States Federal Statute 
signed into law on March 23, 2010.  The ACA was enacted to increase the 
quality and affordability of health insurance, lower the uninsured rate by 
expanding public and private insurance coverage and reduce the costs of 
healthcare for individuals and the government.  The law introduced an 
assortment of mechanisms in order to facilitate implementation such as 
mandates, subsidies and insurance exchanges.

2.  Under the ACA U.S. citizens and legal residents are required to obtain 
and maintain health care coverage that meets a minimum standard, called the 
minimum essential coverage.  In addition taxpayers are required to document 
that they have obtained the minimum essential coverage beginning with the 
2015 calendar year.  The documentation or proof of minimum essential coverage 
will be evidenced via the Department of Treasury Internal Revenue Service 
Form 1095-C:  Employer Provided Health Insurance Offer and Coverage.  
Therefore, each Department of the Navy (DON) employee will need their 1095-C 
in order to report the required ACA information on their federal income tax 
returns.

3.  During the January 2016 timeframe, the Defense Finance and Accounting 
Service is required to provide DON employees with a Form 1095-C for calendar 
year 2015. While the form will be available in hardcopy form and mailed to 
each employee, the form will also be available through the myPay System under 
the taxes section.

4.  In an effort to speed up secure delivery, protect personally identifiable 
information, save taxpayer dollars associated with mailing forms, and to 
reduce associated environmental impacts, I am encouraging DON employees to 
access myPay and opt to receive forms exclusively via electronic means.
