You should not wait until you are going up for Chief or applying for the various enlisted to officer programs to fix your electronic service records. You should start looking at and correcting any discrepancies in you Navy service records as early as possible. There are several ways you can get help and this forum and website is intended as a tool to help you understand and correct errors.       There is still an issue where people registering do not receive the validation email once they sign up on this forum. If you do not receive and respond to the validation email, it will not allow you to become a member.
